How likely is it to get a Parole transfer for an inmate who was brought in on being a Fugitive of Justice ?

This depends on a number of factors. If they are recently captured and are just beginning their sentence it will be a decent amount of time before a transfer is even considered. It is most likely that their custody and security level is on the high end of the scale because of the fugitive label. The length of sentence is another factor along with the language in the sentencing order from the judge. Parole can only be offered to an inmate if the judge has provisioned it in the Sentence and Commitment Order.
