InmateAid is not currently able to provide local phone numbers in Alaska, so the discount line service is not available for this facility. However, the idea you have already been told about is exactly the right approach and worth pursuing carefully.
Getting a prepaid phone with a number in the same rate center as Anchorage Correctional Complex will accomplish the same thing our service does in other states. The key detail that most people miss is that matching the area code alone is not enough. You need a number in the same rate center as the facility, not just the same 907 area code. Alaska has multiple rate centers, and a number from the wrong one will still be billed as a long distance call even with the same area code.
When purchasing a prepaid Go Phone or similar device, call the carrier before activating and ask specifically whether the number they are assigning is in the Anchorage rate center. Most carrier representatives can look this up. If they cannot confirm it, ask to speak with a technical support representative who can verify the rate center designation before you commit to that number.
Once you have a number confirmed to be in the Anchorage rate center, your partner submits it through the facility's phone system for approval the same way any other number would be added. Once approved, calls to that number will be billed at local rates rather than the long-distance rates that are currently making calls from Kodiak so expensive.
It takes a little extra effort to confirm the rate center upfront, but getting it right the first time saves you the frustration of paying long-distance rates on a number you thought was local.
