Norco is a state prison, part of the California Department of Corrections and Rehabilitation system. It is formally known as the California Rehabilitation Center (CRC) in Norco.

It is not a county jail. That means he is now in the state prison system rather than a local county facility.

The reason he was able to call you so quickly this time is likely because his information carried over from his previous placement. When inmates transfer within the same system, things like their approved phone list and account setup often follow them, which speeds things up.

At Wasco, the delay you experienced was most likely due to intake and processing. When someone first enters the system, it can take weeks or even months for:

  • Phone lists to be approved
  • Accounts to be set up
  • Access to phones to be granted

Since he has already been through that process, the transition to Norco is usually smoother.

You should not expect the same long delay this time. If he is already calling, that is a good sign that his access to communication is active and working.
