No, inmates cannot receive calls, whatsoever. If it is a true emergency, please call the facility and ask to speak with a counselor or case manager, they will somehow get the message to your inmate.

Possibly, and the fact that you are the child's parent rather than a random person with a felony record is your strongest argument for getting approved. Most correctional facilities have an automatic restriction on visitors with felony convictions, and Potomac Correctional Center in West Virginia follows standard West Virginia DOC visitation policy which includes that restriction. The SHU restrictions are very rigid. Inmates are permitted ONE 15-minute phone call per week. Their commissary list is reduced to a couple dozen items, only... more necessity items than and not a wide list of choices compared to the norm. The visits are limited depending on the reason for being sent there. Sometimes there are no visits, other times it'd be reduced to once a month.
