A lot is happening in this situation and breaking it down piece by piece gives the clearest picture of what to expect.

DVI Tracy is a reception center, which means your husband is still being processed and classified before getting a permanent housing assignment. The mentions of Folsom or Corcoran are significant because both are high-security Level 4 facilities and that designation reflects the validated gang status and current SHU placement.

In California, the term validated means the California Department of Corrections and Rehabilitation has officially documented someone as an active gang member or associate based on evidence collected by institutional staff and investigators. Validated inmates are subject to a separate housing and programming track from the general population. The 180 yards reference means the specific gang or group he is associated with and that association determines which yards and facilities he can safely be housed at given the relationships between different groups across the system.

Level 4 is the highest general population security classification in CDCR, below the Security Housing Unit. It means maximum supervision, restricted movement, and significantly fewer privileges than lower-level facilities. Programming, work assignments, and daily freedoms are all more limited at Level 4 than anywhere else in the general population system.

On conjugal visits, California does have a Family Visiting program that allows extended overnight visits with approved family members, including spouses. However, inmates in the SHU are not eligible for family visits and validated gang members face significant restrictions on this program depending on their specific status and housing. Whether family visiting becomes available depends on his eventually getting out of the SHU and having his gang validation status addressed through the CDCR's Step Down Program, which is the process for validated inmates to demonstrate disassociation from gang activity over time.

On regular visitation, visits are generally available to approved family members even at Level 4 facilities but they are more restricted than at lower security levels. Getting on the approved visitor list requires submitting an application through the facility which your husband initiates through his counselor. Contact DVI Tracy directly to ask about the current visitation schedule and application process since he is still in reception.

Phone access from the SHU is limited to one 15-minute call per week under standard CDCR policy. Once he moves to a permanent facility and out of the SHU, phone access expands to general population levels which are more workable for staying in regular contact.
