Located at 2737 W Cecil Ave in Delano, CA, NKSP carefully assigns inmates based on their custody level, considering factors like criminal history. NKSP offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

NKSP operates a general population medium custody facility along with a minimum support facility featuring a ten-bed Level I firehouse. Emphasizing educational and vocational opportunities, the general population segment of NKSP aims to equip inmates with the skills necessary for successful reintegration into society upon their release from prison.

The Reception Center at NKSP plays a pivotal role in processing incoming inmates, typically within 90 days. Staff compile comprehensive assessments of each inmate, including criminal records, life histories, medical and psychological profiles, and social relationships, to determine their classification score and appropriate institutional placement.

Additionally, NKSP serves as the Central/Southern California Transportation Hub for the California Department of Corrections and Rehabilitation, facilitating the movement of inmates throughout the state's correctional system.

In memory of Marie Keroack Romero, a prison teacher tragically murdered in 1975, NKSP dedicated its adult education facility on October 7, 1994. A significant portion of NKSP's property, spanning 360 acres, is designated as a protected wildlife habitat for species such as the Blunt-Nosed Leopard Lizard, San Joaquin Kit Fox, and Tipton Kangaroo Rat. The facility itself is a replica of its neighboring institution, Wasco State Prison-Reception Center.

On October 22, 2012, NKSP activated a 5.7 megawatt Solar Photovoltaic Power Plant, projecting an estimated $13.3 million in savings over the next 20 years. This solar deployment is expected to offset nearly 1 billion pounds of carbon dioxide emissions during the same period, with the added benefits of noise reduction and zero greenhouse gas emissions.

NKSP offers a range of programs and services to inmates, including PIA-operated Health Care Facility Maintenance, vocational training in Small Engine Repair and Electrical Work, and academic offerings such as Adult Basic Education, High School/GED, and English as a Second Language Bridging Education. Additionally, the facility provides religious services, self-help groups, and substance abuse programs to support inmate rehabilitation and well-being.

The facility also implements the Integrated Substance Use Disorder Treatment (ISUDT) program, a comprehensive and evidence-based initiative offering cognitive behavioral interventions (CBI) through various outpatient modules tailored to individual medical classifications. Furthermore, NKSP facilitates family reunification and pre-release preparation through its Family Liaison Service, providing inmates and their families with vital support and resources for successful reintegration into society.
