Georgia has two separate phone systems. The Georgia Department of Corrections (GDC) operates all state prisons under a single statewide contract with Securus Technologies. Georgia's 159 counties each operate their own jails and contract phone services independently.

GDC uses "offenders" throughout its official materials. The state prison system is one of the largest in the country, housing nearly 60,000 adults under incarceration.

PART 1 - GEORGIA STATE PRISONS (GDC)

The Georgia Department of Corrections contracts with Securus Technologies for all phone services at state prison facilities statewide.

How GDC phone calls work

Offenders place outgoing calls only. You cannot call into the facility to reach an offender. The offender calls from a facility phone to numbers on their Call Allow List. When a call connects, a pre-recorded announcement plays identifying the facility. You then accept or decline.

Call Allow List: All calls are restricted to numbers on the offender's approved Call Allow List. The offender manages their list. Your number must appear on it before you can receive any calls.

All calls are subject to monitoring and recording. Call forwarding and three-way calling are not permitted. Maximum call length is 25 minutes per call.

Three account types are available:

Pre-Paid Collect: You fund an account tied to your phone number. The offender calls your number and costs are deducted from your balance. Multiple telephone numbers can be added to one pre-paid collect account.

Direct Bill: Costs are billed directly to you through Securus Correctional Billing Services. A credit check is required.

Debit Calling: The offender transfers money from their trust account to a Securus debit calling account in $1 increments to fund their own calls. Offenders can call any number on their Call Allow List using debit funds.

Note on FCC rate caps: The FCC 2025 IPCS Order (effective April 6, 2026) caps large prisons at $0.10/min plus $0.02 facility additive. Georgia's $0.08/min rate is below that ceiling.

GDC offers video visits and electronic messaging through JPay (a Securus subsidiary). JPay handles the video visit and messaging platform separately from the Securus phone system. Video visit accounts are set up through JPay. A 30-minute video visit is approximately $3.95.

PART 2 - GEORGIA COUNTY JAILS (159 counties)

Georgia has 159 counties - more than any state except Texas. Each county operates its own jail independently from the GDC. The vendor, rates, rules, and setup process vary by county. A Securus account funded for a GDC state prison does not work at a county jail, even at jails that also use Securus.

Georgia counties have historically paid very high commission rates to their phone providers - averaging around 59.6% of gross call revenue going back to counties as kickbacks. This contributes to higher per-minute rates at many county jails. The FCC 2025 IPCS Order (effective April 6, 2026) now caps county jail rates regardless of commission arrangements.

How to find the current vendor for a county jail

Go to the county sheriff's official website and look for pages labeled "Inmate Telephone," "Inmate Services," "Jail," or "Visitation." The vendor name, website, and customer service number will be listed there. If not found online, call the jail directly. Vendor contracts change; always verify before setting up an account.

For a GDC state prison:

1. Find the offender's GDC number and current facility at gdc.georgia.gov/offender-info/find-offender

2. Ask the offender to add your phone number to their Call Allow List

3. Set up a Securus account at securustech.net or by calling 1-800-844-6591

4. Fund your Pre-Paid Collect account (or fund the offender's Debit account if using that method)

5. Wait for the offender to initiate the call

For a Georgia county jail:

1. Find the inmate through the county jail's inmate search or the county sheriff's website

2. Identify the current phone vendor from the jail's official website

3. Create an account with that vendor only

4. Add funds

5. Confirm with the inmate that your number is on their approved list
