Georgia prison visitation rules, the two-form application, and why tobacco gets visitors arrested

Georgia GDC visitation rules, two-form application (Attachment 2 + 4), 1-year clean record for ex-offenders, dress code, and why bringing tobacco gets visitors arrested. InmateAid.

INTRO

Georgia runs the largest rural prison system in the Southeast - 34 state prisons spread across 159 counties, with most facilities located in small towns far from Atlanta, Savannah, or Augusta. The Georgia Department of Corrections (GDC) operates on a statewide visitation policy that applies uniformly across all state facilities, with visiting hours almost universally on Saturdays and Sundays.

Three things separate Georgia's visitation system from neighboring states. First, GDC requires two separate forms - not one - to get approved as a visitor. Second, Georgia is one of the only states in the directory that publishes the top three reasons visitors get arrested on facility property: cell phones, drugs, and tobacco. Bringing tobacco onto GDC property is a criminal offense. Third, former offenders face a specific 1-year clean-record requirement before they can visit, backed by annual background checks through Georgia's statewide criminal history system.

Visitation is a privilege in Georgia - not a right. GDC can revoke visiting privileges for any security-related reason.

THE TWO-FORM APPLICATION - ATTACHMENT 2 AND ATTACHMENT 4

Georgia requires every prospective visitor to complete two separate forms:

ATTACHMENT 2 - Application for Visitation Privilege:

This is the primary visitor application. All visitors must complete and submit Attachment 2. The form collects visitor identification information, relationship to the offender, and authorizes GDC to conduct a background check. Any change in information provided on this form must be updated as it occurs. Failure to update changes as they occur may result in denial or revocation of visitation privilege.

ATTACHMENT 4 - GCIC/NCIC Consent Form for Visitors of GDC Facilities:

This is a separate consent form that authorizes GDC to access the visitor's driver history and criminal history through Georgia's Criminal Information Center (GCIC) and the National Crime Information Center (NCIC). Every prospective visitor must sign Attachment 4. This information may be obtained annually - meaning GDC can run the background check again each year without a new request. Failure to sign Attachment 4, or failure to update changes as they occur, may result in denial or revocation of visitation privilege.

Where to get the forms: Contact the specific GDC facility where the offender is housed. Forms are also available through GDC's website at gdc.ga.gov. The offender can request copies from their counselor.

Submit completed forms to the Classification Department or Visitation Office at the specific institution.

DIAGNOSTIC PERIOD - NO VISITS

Families whose loved one has just entered the GDC system must be aware: there are no visits during the initial diagnostic and classification process. GDC addresses this directly in its facility FAQ: "My family member is currently going through the diagnostic process at a facility" - visits are not permitted during this period. Wait until the offender has completed diagnostic classification and been assigned to their permanent facility before submitting Attachment 2.

GDC's primary diagnostic facilities are the Georgia Diagnostic and Classification State Prison (Jackson, Butts County) for men and the women's intake facility. Contact the facility to confirm when the diagnostic period is complete.

THE 1-YEAR CLEAN RECORD REQUIREMENT FOR FORMER OFFENDERS

Georgia's policy on former offenders visiting GDC facilities is one of the most specific in the directory - and it is published consistently across every GDC facility:

Former offenders - including probationers, parolees, and those who served the maximum sentence - require the approval of the Warden or Superintendent before being placed on the approved visiting list. Additionally, prior offenders must have clear GCIC and NCIC reports for one full year since release from prison or since being placed on probation or parole.

This means:

- If you were released from prison less than one year ago, you cannot visit a GDC facility regardless of your current status

- If you were placed on probation or parole less than one year ago, you cannot visit even if you are in full compliance

- The 1-year clock starts from release or from placement on supervision - not from completion of supervision

- Once approved, prior approval is not necessary on regular visiting days

This is more structured than Florida's case-by-case DC6-111D screening but less harsh than Alabama's warden-approval model (which doesn't provide a guaranteed approval pathway). Georgia gives former offenders a clear benchmark: one year of clean GCIC/NCIC history, then apply.

VISITING HOURS - STATEWIDE STANDARD

Most GDC state prisons operate on a consistent weekend schedule:

Saturday and Sunday

8:30 AM to 12:30 PM (morning session)

1:30 PM to 5:30 PM (afternoon session)

Note the midday break from 12:30 PM to 1:30 PM - the facility processes count and clears the visitation area between sessions. Arriving during the break means waiting for the afternoon session.

Holidays: Each facility may adjust the schedule for holidays. Call the facility before any holiday trip - the main GDC line is (478) 992-5246 (GDC Headquarters, Forsyth, GA).

Confirm current hours: GDC facility schedules can change due to lockdowns, staffing, or security events. Always call the specific facility before traveling. Most GDC facilities are in rural Georgia - a 2-4 hour drive from Atlanta or Savannah is common. Calling first is not optional.

THE TOP 3 REASONS VISITORS GET ARRESTED AT GEORGIA PRISONS

GDC publishes this explicitly on facility visitation pages - the top three reasons visitors are arrested on GDC property:

1. Cell phones

2. Drugs

3. Tobacco

Tobacco is the surprise entry that most families do not know about. Georgia law prohibits tobacco in any form on GDC facility property. This includes cigarettes, cigars, chewing tobacco, e-cigarettes, vaping devices, and any other tobacco or nicotine product. Possessing tobacco on GDC property is not a visitation rule violation - it is a criminal offense under Georgia law. Visitors have been arrested, charged, and convicted for tobacco possession on GDC grounds.

Do not have tobacco in your car, your pockets, your purse, or on your person when you drive onto GDC property. If you smoke, finish your cigarette before you leave home and leave all tobacco products at home.

Cell phones and drugs are equally serious - bringing either onto GDC property can result in felony charges under Georgia Code §42-5-18.

DRESS CODE - GDC STANDARD

Georgia's dress code is published consistently across all GDC facilities. Unlike California (blue denim/orange/gray), Alabama (white), or Arkansas (white/camouflage), Georgia does not publish a specific color prohibition. The dress code is modesty-based:

What you cannot wear:

- Tank tops of any kind

- Sleeveless shirts or sleeveless t-shirts - t-shirts must have sleeves

- Mesh or see-through clothing

- Anything that exposes the chest, shoulders, or stomach

- Skirts shorter than 2 inches above the knee

- Revealing, seductive, or otherwise inappropriate clothing

What is required:

- T-shirts must have sleeves

- Shoulders, chest, and stomach covered at all times

- Clothing appropriate for a formal public setting

Children's dress code: Children are also subject to the dress code. GDC's published standard applies to all visitors regardless of age.

Video visit dress code: The same dress code applies to video visits. Video visits are capped at 20 minutes.

Bring a change of clothes in your car. Dress code violations result in denial of the visit. GDC has the right to refuse any visitor for any security-related concern.

ID REQUIREMENTS

Government-issued photo ID required for every visit. Driver's license, state ID, military ID, or passport. Expired IDs are not accepted. The name must match the visitor application exactly.

MINOR VISITOR RULES

Visitors under the age of 16 must be accompanied by an adult who is also on the approved visiting list. The adult must be listed and approved - it is not sufficient to bring an unapproved adult to escort a minor.

Minor children must also be listed on Attachment 2 and approved through the standard process before they can visit.

WHAT YOU CAN BRING

Almost nothing. GDC facilities allow visitors to bring:

- Valid photo ID

- Car keys

- Currency - in a clear plastic bag or small amount, for vending machines only

- Infant supplies if applicable (verify with specific facility)

Cell phones, wallets, purses, bags, food from outside, and all tobacco products must remain in your vehicle. Electronic devices of any kind are prohibited.

CONDUCT DURING THE VISIT

Brief embrace at the beginning and end of the visit is standard at contact-visit facilities. During the visit, remain in your assigned area. Do not pass any items to the offender.

Cross-conversations with other inmates or their visitors are not permitted. Talking to any inmate other than the one you are approved to visit is prohibited.

Visitors who introduce or attempt to introduce contraband face criminal prosecution under Georgia Code §42-5-18. This is not a discretionary rule - Georgia prosecutes these cases.

GDC may refuse visitation to anyone suspected of, or caught with, contraband or who has been repeatedly warned about a particular behavior.

SPECIAL VISITS

Each offender may request a special visit. Special visits are reviewed for approval on an individual basis by the Warden/Superintendent or designee. Special visits may be approved for:

- Out-of-state family members traveling a long distance

- Medical emergencies (hospital visits require physician authorization)

- Rehabilitation-related circumstances

Families who cannot visit on weekends should contact the specific facility to inquire about special visit options.

VIDEO VISITATION

GDC offers video visitation. Video visits are capped at 20 minutes. All dress code and conduct rules apply equally to video visits. Contact the specific facility for the video platform used and scheduling process.

Georgia county jails use various platforms. Large county systems (Fulton County, Gwinnett County, Cobb County, DeKalb County) have their own jail visitation systems - see individual county pages on InmateAid or contact the specific jail.
