The NCCF is a minimum-security state prison that primarily houses adult male inmates classified as low-risk offenders, including both misdemeanants and felons. The institution prioritizes individual accountability and responsibility, aiming to prepare inmates for successful reintegration into the community through a range of programs.

Education programs, supported by grants and contracted through the local community college, cover a spectrum from GED and special education to a Learning Resource Center offering self-study materials in various academic, pre-vocational, and social skills areas. Self-help organizations like Alcoholics Anonymous, Narcotics Anonymous, and Jaycees are also available.

In addition to education, NCCF provides cognitive programs like Thinking for a Change and Achieving Change Through Value-Based Behavior (ACTV). Vocational education, facilitated by Iowa Central Community College, includes training in culinary arts, welding, forklift operation, warehouse management, and more, depending on funding availability. Apprenticeship opportunities in various trades such as welding, building maintenance, plumbing, baking, cooking, and carpentry are also offered.

Work opportunities for inmates are diverse, aiming to match their skills and enhance employability. Assignments range from janitorial and maintenance work to landscaping, gardening, and dietary tasks. The gardening program alone yields over 30,000 pounds of vegetables annually, contributing to self-sustainability and skill development among the inmate population.

NCCF maintains a database of current inmates and their locations within the system. To locate an inmate, begin by using the DOC locator tool, which requires entering the first three letters of the inmate's first and last name, allowing for variations in spelling.

If unable to locate the desired information through free resources, users may opt to use the Arrest Record Search, which requires payment. While this option incurs a small fee, it provides access to the most up-to-date data available.

Reminder: Per the Department visitation policy, all visitors upon entrance to the institutions shall be subject to search. Security and contraband control are critical operational requirements, necessitating a search of all visitors by trained correctional staff. Searches may include but are not limited to, a pat down, metal detectors, electronic ion scanners, other electronic devices, or visual searches. If visitors refuse to comply with the Department visitation policy, entrance to the visiting room will be denied.
