Phone Calls to an Indiana Inmate | State Prisons and County Jails

How to call an Indiana IDOC inmate. ViaPath statewide. Up to 20 approved numbers. Rate capped by Indiana law. County jails use separate vendors.

Indiana has two separate phone systems. The Indiana Department of Correction (IDOC) operates all state prisons under a statewide contract with ViaPath Technologies (formerly GTL), operating through the ConnectNetwork platform. Indiana's 92 counties each operate their own jails and contract phone services independently.

Indiana passed a law capping state prison call rates at $0.12/min and county jail rates at $0.21/min - a significant reduction from prior rates. The FCC 2025 IPCS Order (effective April 6, 2026) may have lowered the applicable ceiling further for large prisons. Check current rates at connectnetwork.com before adding funds.

PART 1 - INDIANA STATE PRISONS (IDOC)

Phone vendor: ViaPath Technologies (formerly GTL / Global Tel*Link), operating through ConnectNetwork.

How IDOC phone calls work

Incarcerated individuals place outgoing calls only. You cannot call into the facility. The incarcerated individual calls from a facility phone to numbers on their approved telephone list.

Phone list: The incarcerated individual must complete and sign a telephone list identifying up to 20 names and phone numbers (per Indiana Code 11-8-2-5(a)(8)). The 20 names are for 20 individuals regardless of whether any share the same phone number. The governing policy is IDOC Policy 02-01-105 Telephone Privileges.

All calls are monitored and recorded. Three-way calling, call forwarding, and use of another inmate's PIN are prohibited under IDOC rules.

Setting up a ViaPath/ConnectNetwork account

App: ConnectNetwork app

Three account types are available:

AdvancePay (prepaid collect): You fund an account tied to your specific phone number. Calls are deducted from your balance. Works for all phone types including cell phones. Set up at connectnetwork.com or call 800-483-8314.

PIN Debit: The incarcerated individual manages their own phone account. They purchase debit minutes from commissary or you can add funds directly to their PIN Debit account through ConnectNetwork.com. PIN Debit allows calls to any approved phone number including cell phones.

Collect: Standard collect calling billed monthly through your phone carrier. Collect calls cannot be made to cell phones, office phones, or hospital numbers. If you have received too many collect calls and reached your carrier's billing limit, switch to AdvancePay.

Rate

Indiana law caps state prison call rates. The rate under the state law was set at $0.12 per minute (down from the prior rate of $0.24/min). The FCC 2025 IPCS Order (effective April 6, 2026) caps large prisons at $0.10/min plus a $0.02/min facility additive - a ceiling of $0.12/min. AdvancePay account inactivity policy (effective June 1, 2026): AdvancePay accounts inactive for 180+ consecutive days become inactive. Account holders who opt into alerts will receive a notification 30 days before expiration. After the account goes inactive, there is a 90-day window to request a refund by calling 877-650-4249. After that window, any remaining balance is converted to audio calling minutes in ViaPath's Free Calling Program.

Blocking calls

To refuse a single call: hang up or press "1" when prompted.

To permanently block all calls from a facility: press "6" when prompted. You will be asked for a 4-digit PIN to confirm.

To unblock: call ViaPath customer service at 877-650-4249. Allow 1 to 2 business days.

If you are being physically threatened by an incarcerated individual, contact local law enforcement for a Personal Protection Order, and contact the Warden at the facility.

Tablets - ViaPath (GettingOut)

ViaPath provides tablets to incarcerated individuals at Indiana facilities. New Command 5.0 tablets were rolled out starting December 10, 2024 at Indiana State Prison; remaining facilities received them from early 2025 onward.

Messaging and photos to the incarcerated individual are sent through GettingOut (gettingout.com), which is a separate platform from ConnectNetwork phone accounts. If you previously had a ConnectNetwork messaging account, you will need to set up a new GettingOut account.

Indiana has 92 counties, each operating its own jail. County jails contract phone services independently from IDOC. The vendor, rates, and setup process at a county jail are completely separate from ViaPath/ConnectNetwork state prison accounts. Indiana law caps county jail call rates at $0.21/min - verify current rates at the specific jail or vendor.

How to find the current vendor for a county jail

Go to the county sheriff's official website and look for pages labeled "Inmate Telephone," "Jail," or "Inmate Services." The vendor name, website, and customer service number will be listed. If not found online, call the jail directly.

What to do before the first call

For an IDOC state prison:

1. Find the incarcerated individual's DOC number and current facility at offenderlocator.idoc.in.gov/idoc-ofs-1.0.2/ofs

2. Ask the incarcerated individual to add your name and phone number to their telephone list (up to 20 names; they submit the list)

3. Set up a ViaPath AdvancePay account at connectnetwork.com or call 800-483-8314

4. Fund the account

5. Wait for the incarcerated individual to initiate the call

For an Indiana county jail:

1. Find the inmate through the county jail's inmate search or the county sheriff's website

2. Identify the current phone vendor from the jail's official website

3. Create an account with that vendor
