KENTUCKY BAIL NOTE

Kentucky abolished commercial bail bonds.

bail_banned = true for all 120 Kentucky counties.

No bail bonds block on any Kentucky facility page.

INTRO

Kentucky's Department of Corrections (KDOC) operates 13 state prisons and a women's institution across 120 counties. The system runs on a structured policy with two features that set it apart from neighboring states.

First: ex-offenders, parolees, and probationers face a 1-year waiting period before they can apply to visit anyone in a Kentucky state prison - not just a background check or warden approval, but a mandatory minimum wait from the date of release or placement on supervision. One year. The clock starts over if they return to supervision.

Second: at Eastern Kentucky Correctional Complex, if a visitor uses the restroom after entering the visitation area, their visit for that day is concluded - not paused. The facility requires all visitors to use the restroom before going through the body scanner and entering. This rule is unique in the directory and has real operational consequences.

Kentucky does not use commercial bail bonds.

VISITOR INFORMATION FORM - HOW KENTUCKY'S APPROVAL WORKS

Kentucky's visitor approval process starts with the inmate, not an online portal. There is no ViaPath, ICSolutions, or GTL registration step for in-person visits in Kentucky. The process:

1. The inmate obtains the visiting information form

2. The inmate is responsible for sending the form and the Warden's mailing address to the prospective visitor

3. The visitor completes the form and forwards it to the Warden's office - or calls and provides the information to the facility's Classification Treatment Officer (CTO)

4. A background check is conducted

5. The visitor is notified of approval through the inmate - the inmate notifies the visitor

Key: no visitor may visit until their name appears on the approved visitation list. Applications are processed at the facility level, not centrally.

Do not attempt to visit until the inmate confirms your approved status.

THE APPROVED VISITOR LIST STRUCTURE

Kentucky's approved list has a specific structure that is consistent across all KDOC facilities:

- Immediate family members (as verified by the Presentence and Postsentence Investigation Report or another verified source): no cap on count

- Three (3) additional adult visitors beyond immediate family

- One (1) clergy member

Total non-family adults permitted on the list beyond immediate family: 3 + 1 clergy.

List updates: the visitation list may be updated twice per year, based on the last digit of the inmate's institutional number. Updates are not available on demand - plan changes twice a year.

Minimum visitation: the Warden must allow each inmate the opportunity to visit a minimum of 8 hours per month. This is a policy guarantee - facilities cannot eliminate visitation below this floor.

THE 1-YEAR WAIT FOR EX-OFFENDERS, PAROLEES, AND PROBATIONERS

Kentucky's policy on this is one of the most specific in the directory - published consistently across every KDOC facility:

Visitation by an ex-offender, parolee, probationer, or former KDOC employee shall not be permitted without:

1. Prior approval by the Warden or designee

2. Prior approval by the Parole or Probation Office (if applicable)

AND

3. One full year must have elapsed since:

(a) the date of release from an institution for either parole or conditional release

(b) placement on probation status

(c) termination of employment with KDOC

This means:

- If you were released from prison less than one year ago, you cannot visit regardless of compliance

- If you were placed on probation less than one year ago, you cannot visit

- The 1-year clock starts fresh from each event - a new probation case restarts the clock

- Former KDOC employees face the same 1-year wait from their last day of employment

This is more restrictive than Georgia's 1-year clean GCIC record requirement because it applies even if your record is completely clean - the wait is time-based, not record-based.

ID REQUIREMENTS - FIRST VISIT EXCEPTION

Kentucky has a unique first-visit provision published across all facilities:

If it is your initial visit, you may be permitted entry without proper photo identification.

All subsequent visits require valid government-issued photo ID. Every visit after the first one - driver's license, state ID, military ID, or passport. Expired IDs not accepted.

This first-visit exception is operationally useful for family members who lack current ID and need to get approval before obtaining one. It is not a permanent exemption - only the first visit.

MINOR VISITOR RULES - NOTARIZED CONSENT REQUIRED

Kentucky's rule for non-parent family members bringing minors is one of the most formal in the directory:

A non-parent or non-guardian family member who wants to accompany a minor on a visit must have the written, signed, and notarized consent of the parent or guardian.

This means:

- A grandparent bringing a grandchild without the custodial parent present needs a notarized consent form

- An aunt or uncle bringing nieces/nephews needs a notarized consent form

- A parent bringing their own child does not need additional consent

Notarization requirements mean planning ahead - the consent document must be prepared before the visit, not at the gate.

Minors are registered upon entry by the accompanying parent, guardian, or authorized immediate family member.

SECURUS - VIDEO VISITATION

Kentucky uses Securus for video visitation at all KDOC facilities.

Critical: visitors must register with Securus using the exact spelling and accurate information as submitted on the in-person visiting application - specifically as it appears in KOMS (Kentucky Offender Management System). A name or date of birth that doesn't match KOMS exactly will prevent Securus approval.

EKCC video visitation:

- Monday through Friday, 6:30 PM to 8:30 PM

- 25 minutes per session

- Schedule up to 30 days in advance, no later than 48 hours prior

- 3 video visits per month per general population inmate

- In addition to (not instead of) the 3 in-person visits per month

- Visitors must initiate the visit request through Securus

KSP video: all video visits scheduled through Securus.

FACILITY-SPECIFIC RULES

KENTUCKY STATE PENITENTIARY (KSP) - Eddyville:

All in-person visit requests must be made via email to KSP.Visits@ky.gov at least 7 days in advance. All requests must come from the visitor (not the inmate) by email. Include the visitor's name, date of birth, and Social Security number in the request.

All video visits scheduled through Securus.

EASTERN KENTUCKY CORRECTIONAL COMPLEX (EKCC) - West Liberty:

THE RESTROOM RULE: Every visitor must use the restroom BEFORE going through the body scanner and entering the visitation area. Once inside the visitation area, if a visitor needs to use the restroom, that individual's visit is concluded for that day. Medical issues: visitors with a medical condition that would interfere with this procedure must present medical documentation prior to their scheduled visit.

Arrival windows: visitors for 9:00 AM-11:00 AM session must arrive no earlier than 8:00 AM and no later than 8:45 AM. Visitors for 1:00 PM-3:00 PM session must arrive no earlier than noon and no later than 12:45 PM.

Emergency exception: if an emergency would cause a late arrival, call the facility before the deadline and explain - exceptions may be made by the Supervisor.

NORTHPOINT TRAINING CENTER (NTC) - Burgin:

Up to 3 adult visitors plus children per visit

4 visits per month

Saturday and Sunday visits alternate based on last digit of DOC number - the inmate will inform you which day is yours

Hours: 8:30 AM, 11:00 AM, and 1:30 PM slots; visits are 2 hours

150-mile extended visit: if you live more than 150 miles from NTC, you may request an extended visit

KENTUCKY CORRECTIONAL INSTITUTION FOR WOMEN (KCIW) - Pewee Valley:

Visitation schedule: 1st and 3rd Saturday for inmates with odd institutional numbers; 2nd and 4th Saturday for inmates with even numbers

Hours: 9:00 AM to 2:30 PM

No entry between 11:30 AM and 12:30 PM (count/break period)

No entry after 2:00 PM

DRESS CODE (KCIW - published on corrections.ky.gov):

Shirts must fully cover the shoulders, cleavage, and midriff

No tank tops, halter tops, tube tops, or any sleeveless shirts

No shorts, dresses, or skirts more than 2 inches above the knee when standing

Appropriate undergarments must be worn at all times and must not be visible

Footwear required at all times - bare feet not permitted

No color-specific prohibition is published for Kentucky (no blue/orange/white equivalent).

CONDUCT AND SEARCHES

Staff may require any visitor to submit to a personal search of their person, any object brought with them, and any vehicle on institutional grounds as a condition of allowing or continuing a visit. A consent form is available for strip searches or body cavity searches. Searches are conducted pursuant to CPP 9.8.

Visitors may not possess a communication or recording device (per CPP 3.20).

Clergy visiting privileges: clergy may bring one copy of the sacred writings of their identified faith (e.g., Holy Bible, Holy Quran). This is the only item clergy may bring beyond standard ID.

SPECIAL CIRCUMSTANCES FOR EXTENDED VISITS

Kentucky's policy explicitly recognizes special circumstances that may justify exceptions to standard visit procedures (with one week advance approval by the Warden):

- Distance the visitor travels

- Frequency of visits for a particular inmate

- Health problems of the inmate or visitor

- Business purposes requiring a decision that substantially affects assets or property

Contact the specific facility one week in advance to request a special visit exception.

Frequently asked questions

Q: How does the Kentucky prison visitor application process work?

A: The inmate initiates the process - they obtain the visiting information form and mail it with the Warden's address to the prospective visitor. The visitor completes the form and sends it to the Warden's office or calls the facility's Classification Treatment Officer. A background check is conducted. The inmate notifies the visitor of approval.

Q: Can someone on parole visit a Kentucky state prison?

A: Not for at least one year. Parolees, probationers, and ex-offenders must wait a full year from the date of release or placement on supervision, AND obtain written approval from both the Warden and their parole/probation officer. The one-year wait is mandatory regardless of compliance.

Q: Do I need ID for my first visit to a Kentucky prison?

A: You may be permitted entry on your first visit without photo ID. All subsequent visits require valid government-issued photo ID. Plan to obtain proper ID before your second visit.

Q: What is the EKCC restroom rule?

A: At Eastern Kentucky Correctional Complex, all visitors must use the restroom BEFORE going through the body scanner and entering the visitation area. If a visitor needs the restroom after entering the visiting area, their visit is concluded for that day. Visitors with a medical condition affecting this requirement must bring documentation to present before the visit.

Q: How does video visitation work in Kentucky?

A: Through Securus. Your registration must use the exact same name and information as your in-person visitor application - exactly as it appears in KOMS. Any mismatch prevents approval. EKCC offers video visits Monday-Friday 6:30-8:30 PM, 25 minutes, 3 per month (in addition to in-person visits).

Q: Can a grandparent bring a grandchild to visit without the parent present?

A: Yes, but a written, signed, and notarized consent from the parent or legal guardian is required. Plan ahead - notarization must be arranged before the visit.

Q: How many hours of visitation per month does Kentucky guarantee?

A: A minimum of 8 hours per month per inmate. This is a policy floor - wardens cannot eliminate visitation below this level.
