Missouri splits adult custody into two systems: the Missouri Department of Corrections (MODOC) for state sentences, and county jails operated by county sheriffs. Missouri has 114 counties, giving it the second-highest county count in the country after Texas, and each county jail operates independently.
State prisons: MODOC and JPay
If your person is in a Missouri Department of Corrections state facility, JPay is the exclusive provider for electronic money transfers. There are four ways to deposit.

By money order through the mail
The mail option requires a deposit slip. Each offender has access to deposit forms and can mail one to you at any time. The deposit form is also available as a PDF at doc.mo.gov/media/pdf/modoc-offender-deposit-slip.
Make the money order or cashier's check payable to the Missouri Department of Corrections. Complete the deposit slip in blue or black ink - incomplete forms may delay processing. Mail the completed deposit slip and money order together to:

The offender ID number is required
The offender ID number is MODOC's identification number for each incarcerated person. Required for all deposit methods. Find it using the Missouri Offender Web Search at web.mo.gov/doc/offSearchWeb.
The offender can check their own account balance and see transaction details - including sender name and amount - on a kiosk located inside the facility.
Phone, tablets, and email are separate from the trust account
Missouri DOC uses Securus Technologies for phone calls and tablet services. The JPay tablets issued to all Missouri state prison offenders are used for email through a Securus JPay account at securustech.net. Phone accounts and messaging are funded separately through Securus - not through the JPay money transfer process. Sending money through JPay funds the commissary/trust account; it does not fund phone time.
Mail goes to a digital processing center
Since an ongoing mail system change, personal correspondence for Missouri state prison offenders is directed to a Digital Mail Center in Tampa, Florida, where it is scanned and delivered electronically to residents' tablets. The mailing address for personal correspondence is:

County jails: vendor varies by county
Missouri's 114 counties each operate their own jail or detention system under the county sheriff. County jails set their own deposit vendors independently of MODOC, and the vendor varies significantly.
St. Louis County Jail (Clayton), at 100 South Central Avenue, handles deposits through its own system. Money orders are made payable to the "St. Louis County Department of Justice Services" with the inmate's name and Master Number in the memo section. St. Charles County Corrections Center (St. Charles), at 301 North 2nd Street, uses JailATM for deposits. A JailATM kiosk is available in the corrections lobby. Deposits can also be made online at jailatm.com. Note that in-person personal visits were suspended in March 2025 due to facility renovations; confirm current status with the facility. Personal mail for St. Charles County inmates goes to a JailATM central processing address rather than the facility directly.
Jackson County Regional Detention Center (Kansas City), at 1300 Cherry Street, accepts deposits online, by phone, or at a lobby kiosk. For current deposit instructions call the facility at 816-881-3000.
City of St. Louis Justice Center operates under the City of St. Louis Department of Corrections (separate from St. Louis County). For deposit instructions, check the City of St. Louis corrections page at stlouis-mo.gov.
Across Missouri's county jails, TouchPay is commonly used in some jurisdictions. JailATM is used at others, including St. Charles County. Some counties use their own money order systems.
The only reliable way to find the current vendor for a specific Missouri county jail is to check that county sheriff's website or call the jail directly.
Accounts do not transfer between systems. When your person moves from a county jail to a MODOC state prison, the county jail account stays with the county vendor. You set up new deposits through JPay using the MODOC offender ID.
Federal custody in Missouri
If your person is in federal Bureau of Prisons custody in Missouri - including FCI Terre Haute (Indiana for some Missouri defendants), FCI Leavenworth (Kansas), or USP Marion (Illinois) - deposits go through the BOP Trust Fund via Western Union, MoneyGram at retail (different code from MODOC), or online at bop.gov. You need the eight-digit BOP register number. Do not use MODOC JPay or the Offender Finance Office for federal inmates.
