Missouri prison visitation rules, the online application, and no advance scheduling required

Missouri MODOC visitation rules, online application, no advance scheduling required (walk-up visits), 3-visitor limit, weekend family-only rules, and video visit availability. InmateAid.

INTRO

Missouri's Department of Corrections (MODOC) operates 22 adult correctional facilities across the state. The Missouri visitation system has one standout feature that most families don't expect: as of April 1, 2022, advance scheduling is not required at Missouri state prisons. Walk-up visits are permitted. If you are an approved visitor and the facility is open for visiting, you can show up.

This puts Missouri in a small group of states in the directory - alongside Florida and a handful of others - that operate on a first-come, first-served basis rather than a mandatory appointment system. The practical implication is straightforward: arriving early matters. Visiting rooms fill up, and if capacity is reached, later arrivals are turned away.

Missouri also offers one of the broadest applicant categories in the directory. Friends, extended family (uncles, aunts, cousins), significant others, and clergy can all apply - not just immediate family.

Missouri uses commercial bail bonds - bail_banned = false. Missouri has 114 counties plus St. Louis City, which is an independent city not part of any county (115 total jurisdictions).

VISITOR APPLICATION - ONLINE PROCESS

All visitors must be pre-approved before visiting. Missouri's application is completed online at:

web.mo.gov/doc/pubVisit/

Visitor Application Instructions: doc.mo.gov/sites/doc/files/media/pdf/2019/08/online-visitor-application-instructions_family-friends.pdf

Complete the application thoroughly and honestly. A criminal history check will be conducted. Failure to be honest and transparent may result in denial.

Who can apply:

- Immediate family: spouse, legal guardian, parents, in-laws, siblings, children, grandparents, great-grandparents, grandchildren, great-grandchildren

- Extended family: uncles, aunts, cousins

- Significant other

- Friends

- Clergy

Missouri is one of the most permissive applicant category states in the directory - friends and extended family can apply, not just immediate family members. The significant other category (without requiring marriage) is explicitly listed.

Notification: the offender is notified of the approval or denial decision. The offender is responsible for notifying the visitor. MODOC does not directly notify visitors of approval.

Visitors who are denied: may appeal within 30 days by sending a letter to:

Missouri Department of Corrections

Attn: Deputy Division Director of Adult Institutions

2729 Plaza Drive, PO Box 236

Jefferson City, MO 65102

After a denial: visitors who are denied may reapply after one year.

Visitor list updates: an offender can update their visitation list twice per year.

NO ADVANCE SCHEDULING - WALK-UP VISITS PERMITTED

Effective April 1, 2022, MODOC does not require advance scheduling for in-person visits at state facilities. Visitors are not required to schedule in advance.

What this means operationally:

- Approved visitors can visit any open visiting day without a prior appointment

- Visiting is first-come, first-served within the visiting room's capacity

- If the room reaches capacity, later arrivals may be turned away

- Arriving early - before the session begins - is the best way to secure a spot

Missouri is one of the only states in this directory without a mandatory advance scheduling requirement for in-person visits. Kansas requires 72 hours. Michigan requires 48 hours. Connecticut requires a confirmed appointment. Missouri: show up approved and on time.

This is not a blanket guarantee of entry. Visiting can still be suspended at any time based on conditions inside or outside the facility. Always call the facility before a long drive to confirm visiting is open that day. Quarantines, lockdowns, weather events, and staffing shortages can cancel visiting on short notice.

VISIT LIMITS AND STRUCTURE

Visitor limit: 3 visitors per offender, with up to 3 additional visitors who are age 5 and under (children 5 and under do not count against the 3-visitor limit).

One offender per visit: visitors may visit only one offender per visit, unless the visitor is an immediate family member of more than one offender at the same or different facilities.

Weekend visits: some facilities designate weekends for immediate family members only (spouse, children, parents, brothers or sisters, grandparents and step relations) or one individual of choice (significant other or close friend). This varies by facility - check the specific facility's visiting page.

Reception and orientation: offenders on reception and orientation status may receive only one visit per month while awaiting assignment to a permanent institution or treatment center.

Visit duration and schedule: varies by facility based on capacity. Check the MODOC visiting hours page at doc.mo.gov/facilities/adult-institutions/visiting-hours for current hours by facility. Most facilities are open Friday, Saturday, and Sunday.

Example - Jefferson City Correctional Center (JCCC):

Friday, Saturday, and Sunday: two sessions daily

Session 1: 9:30 AM to 1:30 PM

Session 2: 2:30 PM to 6:30 PM

Arrive no earlier than 30 minutes before the session starts.

DRESS CODE

Missouri's dress code is modesty-based. No specific color prohibition is published (no blue/orange/white equivalent). One practical note published explicitly by MODOC-adjacent sources: enforcement varies by officer. What one officer allows during one visit may result in denial with a different officer present. Because of this, bringing a change of clothes in the car is strongly advisable.

What you cannot wear:

- Tight clothing of any kind: spandex, leggings, tube tops, tank tops

- Clothing that is revealing, offensive, or inappropriate for a family environment

- Clothing that resembles inmate uniforms or staff uniforms

What is required:

- Proper undergarments at all times

- Shoes at all times

Missouri does not publish a single statewide dress code document equivalent to Massachusetts's 103 CMR 483 Attachment #6 or California's CCR Section 3174. Dress code rules are enforced at the facility level and may vary. Err on the side of conservative, loose-fitting, covered clothing.

ID REQUIREMENTS

Valid photo identification required for all visitors. Government-issued photo ID: driver's license, state ID, military ID, or passport.

MINOR VISITOR RULES

Minors must be accompanied by a parent or legal guardian. Children age 5 and under do not count toward the 3-visitor limit. Verify additional minor requirements with the specific facility.

WHAT TO LEAVE IN YOUR CAR

Cell phones, wallets, purses, and other personal possessions not authorized for the visiting room must be left locked in your vehicle. Check with the specific facility for what is and is not permitted in the visiting room.

VIDEO VISITATION

Video visitation is available at some MODOC facilities - not all. Check whether the specific facility offers video visits before attempting to schedule.

Platform varies by facility. Some Missouri facilities use Telmate/GTL systems. Check the facility's visiting page at doc.mo.gov for current video visit availability and scheduling instructions.

FAMILY ORIENTATION MEETINGS

MODOC offers Family Orientation Meetings for families of newly incarcerated individuals. These meetings provide information about the prison system, visitation, programs, and reentry resources. Check doc.mo.gov/divisions/adult-institutions/family-orientation-meetings for the current schedule.

This is one of the more proactive family support features in the directory - only a handful of state prison systems publish and promote formal family orientation programs.

ST. LOUIS CITY - SEPARATE JURISDICTION

St. Louis City is an independent city, not part of any Missouri county. For inmates at St. Louis City corrections facilities (City Justice Center, 200 S. Tucker Blvd., St. Louis, MO 63101), visitation operates under City of St. Louis Division of Corrections rules - not MODOC rules.

Key St. Louis City jail rules (separate from MODOC):

- Inmates request visit dates and times; one social visit per week

- Visits: Monday through Sunday, 9:00 AM to 9:00 PM, 1-hour sessions

- Each inmate receives 5 Visitor Request Forms during orientation; forms mailed to 5 chosen family/friends; completed forms mailed back to City Justice Center

- No tank tops, hoodies, or jackets in visiting areas

- Dresses at or below the knee

- Head coverings for religious purposes only

- Closed-toe shoes required

- Arrive 15 minutes early - visiting periods begin promptly; late arrivals not permitted

- Space limited: do not bring purses, bags, or large items

FEDERAL BOP FACILITIES IN MISSOURI

MCFP Springfield (Medical Center for Federal Prisoners): 1900 W. Sunshine Street, Springfield, MO 65807 - the primary federal medical/psychiatric prison in the country; visitation is significantly more restricted than standard BOP facilities due to the medical and psychiatric population.
