Missouri has two separate phone systems. The Missouri Department of Corrections (MODOC) operates state prisons statewide under a contract with Securus Technologies. Missouri's 114 counties and St. Louis City each operate their own jails and contract phone services independently.
Missouri stands out in this series for one reason: the state passed its own rate cap laws covering both systems. A 2024 law caps state prison call rates at $0.12 per minute. A 2025 law (HB 495, signed March 26, 2025) caps Missouri county and city jail rates at $0.12 per minute. These laws apply to in-state calls, which the FCC historically could not regulate.

How MODOC phone calls work
Offenders cannot receive incoming calls. Offenders place outgoing calls using a personal identification number (PIN) through an automated security system. Calls go to numbers on the offender's approved calling list.
Call types available:
- Debit: The offender purchases debit minutes from the canteen or a facility kiosk and calls from approved numbers.
- Prepaid (Advance Connect): You fund an account tied to your specific phone number (BTN - Bill To Number). When the offender calls that number, costs are deducted from your balance.
- Collect (Direct-Bill): Charges appear on your monthly phone bill. Collect calls are not available to cell phones, VoIP numbers, or numbers that do not accept third-party billing.
Tablets: Offenders also have access to JPay tablets with a Securus phone application installed. Tablet calls use the same Securus account.
Prohibited: Offenders cannot place toll-free or three-way calls. Detection of a three-way call may result in disconnection, a block placed on that number, or a conduct violation.

3. Wait for the offender to initiate the call using their PIN.
All calls are monitored and recorded for security purposes. A recorded message plays throughout the call alerting you that it originates from a correctional facility.
Rate - Missouri state prisons
Missouri enacted a law in August 2024 capping state correctional center phone rates at no more than $0.12 per minute. This cap applies to domestic calls and is set by Missouri state law, not just the FCC's national cap.
The actual rate under the Securus contract may be at or below $0.12/min. Verify the current rate at securustech.net or call 800-844-6591 before funding your account.
Blocking unwanted calls
To block calls from a specific facility: follow the prompts when a call comes in, or call Securus at 800-844-6591.
Note: The facility cannot block calls to your phone number directly. If you continue to receive unwanted calls after blocking, contact the specific facility. If the offender can be identified by PIN, the facility can direct them to stop contacting you.
Email and messaging (eMessaging)
Securus charges a fee for electronic messaging. Messages are sent and received using "stamps" purchased through a Securus Online account. All messages, photos, and VideoGrams are reviewed by facility staff before delivery. Stamps are not refunded if content is rejected.

Video visits
Video visits - both remote (from your home or device) and on-site - are available through Securus. Remote visits are scheduled at least 72 hours in advance through securustech.net, in 30-minute blocks on a first-come, first-served basis. On-site video visits are scheduled in two-hour blocks. Visitors must have a Securus account and their own device and internet connection for remote visits.
