Nevada's state prisons use ViaPath Technologies (ConnectNetwork) for phone calls under a statewide contract with the Nevada Department of Corrections (NDOC). Nevada's 17 counties each operate their own jails with independent phone contracts.

Nevada holds a notable role in prison telecom nationally: the state serves as the lead state for a NASPO (National Association of State Procurement Officials) master agreement on inmate phone and tablet services that at least nine other states have joined. This arrangement has drawn scrutiny, with families and advocates raising concerns about pricing as recently as early 2026.

PART 1 - NDOC STATE PRISONS

Phone vendor: ViaPath Technologies / ConnectNetwork

ViaPath replaced Securus as the NDOC phone vendor under a new contract. The prior Securus contract has ended; any Securus accounts for NDOC calls are no longer active. For details on the previous Securus system, the NDOC phone page links to historical information.

How NDOC phone calls work

Offenders place outgoing calls only. Offenders cannot receive incoming calls. The offender calls from a facility phone to numbers on their approved calling list using a voice validation system. All calls are monitored and recorded.

Restrictions vary by facility. NDOC may apply limits on call length or availability hours, limits on number of calls or total monthly minutes, blocks on 800 numbers or specific phone numbers, and temporary or permanent denial of phone privileges for disciplinary reasons, gang affiliations, or at the request of a called party. Contact the specific facility to confirm current restrictions before setting up an account.

Setting up a ViaPath/ConnectNetwork account

Account types:

Prepaid Collect (AdvancePay): You create and fund an account tied to your phone number. When the offender calls, costs are deducted from your balance. Works for all phone types including cell phones. Set up online, by IVR, or through customer care.

Traditional Collect: Charges appear on your monthly phone bill, if your carrier permits it. Subject to your carrier's 90-day rolling spending limit and monthly fees.

Offender Debit Account: Listed as under development on the official NDOC page. Not currently available; offenders currently cannot purchase debit calling time.

Direct Bill: Available to attorneys and bail bondsmen only. Calls billed directly; account set up through ViaPath.

Rates - effective October 14, 2025

All domestic call types (local, intrastate, interstate) - prepaid/debit and collect:

$0.10 per minute. No surcharge.

International: $0.10/min + carrier cost. No surcharge.

All rates are subject to applicable taxes. Rates are subject to change at NDOC's discretion.

Note: These are the rates posted on the official NDOC page as of October 14, 2025. NDOC attributed a rate increase around this time to the FCC's October 2025 rollback of 2024 rate caps. Commission and inmate welfare account

Commissions from phone services go into the Inmate Welfare Account (IWA). The IWA is used for services benefiting all offenders - satellite TV, recreational equipment, law library services, and support for indigent offenders including medical costs and release assistance. Commissions are not used to fund NDOC operational costs such as staff payroll.

Context: Nevada's NASPO tablet program

Nevada serves as the lead state for a NASPO master agreement covering inmate phone and tablet services. At least nine other states had joined the agreement as of mid-2024. The contract allows participating states to choose among vendors including ViaPath, Securus, ICSolutions, and others.

As of early 2026, the program was under scrutiny. Families and advocates described costly per-minute fees and limited services. NDOC officials cited the FCC's October 2025 rate cap rollback as driving a rate increase and told lawmakers they were negotiating a contract amendment with the tablet provider. State regulations adopted in September 2025 outlined future bulk per-minute purchasing options at $0.01/min and a $19.99/month subscription, but those options were not yet being offered as of February 2026.

PART 2 - NEVADA COUNTY JAILS (17 counties)

Nevada has 17 counties, each operating its own jail. County jails contract phone services independently from NDOC. Common vendors in Nevada county jails include Securus Technologies, ViaPath/ConnectNetwork, and ICSolutions.

Notable county facilities (verify before relying on this information)

Clark County Detention Center (Las Vegas):

Nevada's largest detention facility. Serves the Las Vegas metro area. Verify current vendor at the Clark County official website or the CCDC directly.

Washoe County Regional Detention Facility (Reno):

Serves the Reno/Sparks area. Verify current vendor at the Washoe County Sheriff's website.

For all other counties: Go to the county sheriff's official website and look for "Inmate Telephone" or "Jail Services." Call the jail directly if not posted online.

What to do before the first call

For an NDOC state prison:

1. Find the offender's NDOC number and current facility at doc.nv.gov

2. Ask the offender to add your phone number to their approved calling list

3. Set up a ViaPath AdvancePay account at connectnetwork.com or call 1-800-483-8314

4. Fund the account; verify current rate before adding funds

5. Wait for the offender to initiate the call using voice validation

For a Nevada county jail:

1. Find the individual through the county jail's inmate search or official website

2. Identify the current phone vendor

3. Create an account with that vendor
