Nevada prison visitation rules, the 5-visitor cap, and why buttoned skirts are prohibited

INTRO

Nevada's Department of Corrections (NDOC) operates 19 facilities across the state - from High Desert State Prison in Indian Springs to Ely State Prison in White Pine County. The system houses approximately 10,000 people under a visiting program that runs on appointments, a two-form application process initiated by the inmate, and one of the smaller approved visitor list caps in the directory: five people.

Two things in Nevada's dress code don't appear in any other state. First: buttoned or zippered skirts and dresses are explicitly prohibited. Most states prohibit skirts above the knee; Nevada prohibits an entire category by closure type. Second: shorts are prohibited for all visitors - with a specific documented exception for children under 8 years old.

THE TWO-FORM APPLICATION PROCESS

Nevada's visitor approval requires two distinct forms - both the inmate and the prospective visitor have active roles.

STEP 1 - THE INMATE INITIATES (DOC-3007):

The inmate must first submit an Inmate's Application for Visiting Privileges (DOC-3007) to the facility's visiting room officer for each individual they want on their visitor list. If the inmate has not requested the individual on their visitor log, the application will be denied - regardless of whether the visitor has submitted their own form.

The visiting room officer completes the top portion of DOC-3000 (the Visitor Application Form) and mails it to the prospective visitor. The DOC-3007 is filed awaiting return of the completed DOC-3000.

STEP 2 - THE VISITOR COMPLETES (DOC-3000):

The prospective visitor completes the NDOC Visiting Application Form (DOC-3000). This form is available:

- Download from doc.nv.gov

- In person at any NDOC institution during normal business hours (Monday-Friday, 8:00 AM-5:00 PM)

- If you lack resources to print: NDOC explicitly notes that local public libraries provide computer, internet, and printing access

Complete the form fully - any omission of information, whether intentional or unintentional, may be cause for denial of visiting privileges. Mail the completed DOC-3000 to the institution where the inmate is housed. Mail to the attention of: Visiting.

APPROVAL NOTIFICATION: The inmate is notified of the decision. The inmate is responsible for informing the visitor.

THE 5-VISITOR LIST - AND THE BIOLOGICAL CHILDREN EXCEPTION

Each inmate's approved visitor list is capped at 5 people.

This is one of the smaller list caps in the directory. Connecticut allows 2 per visit; Iowa caps at 6; Nevada caps the total list at 5.

THE BIOLOGICAL CHILDREN EXCEPTION:

The cap of 5 is waived when the inmate has more than 5 biological children - but only with copies of certified birth certificates on file demonstrating that more than 5 biological children exist. If an inmate has 6 or 7 biological children, the list can exceed 5 to accommodate them, but documentation is required. This exception applies specifically to biological children, not stepchildren, adoptive children, or other relationships.

ONE INMATE ONLY:

No visitor may be approved to visit more than one NDOC inmate, except:

- Attorneys

- Clergy

- Immediate family members of multiple inmates (with Warden approval)

If you have family members at two different NDOC facilities, this rule affects your ability to visit both without Warden-level approval.

WHO MAY BE DENIED - SPECIFIC GROUNDS

Nevada publishes specific denial grounds consistently across all NDOC facilities:

PENDING CHARGES: persons with criminal charges pending against them will be denied visiting privileges - unless the Warden or Deputy Director specifically approves their visitation request. This applies to pending charges, not just convictions.

CURRENT AND FORMER NDOC EMPLOYEES: employees and former employees of NDOC who want to visit an inmate must have their request submitted to the Warden for initial consideration and recommendation, then to the Deputy Director for final approval. Both levels of approval required.

SEX OFFENSES AGAINST MINORS - INMATE-SPECIFIC RESTRICTION:

Inmates who have current or prior convictions, or were arrested for a sexual crime involving a minor, or other violence or abuse of a minor are:

- Ineligible to visit with the victim of their crime while that individual is still a minor (unless ordered by a court)

- Ineligible to visit with any other minor without specific approval from the Deputy Director

This is a restriction on who the inmate may receive visits from - not on the visitor's criminal history. The restriction applies to the inmate's conviction, not the visitor's record.

SCHEDULING - APPOINTMENT ONLY, WEEK-ON/WEEK-OFF

All NDOC visits are by appointment only. No walk-up visits.

WEEK-ON/WEEK-OFF SCHEDULE:

Effective April 7, 2025, NDOC augmented visiting schedules at all facilities to a "week on, week off" pattern. Confirm the current week's status at the specific facility before traveling.

- Unit 10AB: Friday 10:30 AM-12:30 PM / Saturday 1-3 PM

- Units 2, 4: Friday 1-3 PM / Saturday 8-10 AM

- Unit 6: Friday/Saturday 3:30-5:30 PM

- Unit 5: Sunday 8-10 AM

DRESS CODE - BUTTONED SKIRTS AND SHORTS PROHIBITED

Nevada's dress code is published consistently across all NDOC facilities. Two prohibitions are unique in the directory:

BUTTONED OR ZIPPERED SKIRTS AND DRESSES - PROHIBITED:

Buttoned or zippered skirts and dresses are not allowed. This prohibition applies regardless of length. A floor-length skirt with buttons down the front is prohibited; a knee-length skirt with a back zipper is prohibited. The concern is concealment - buttons and zippers along the body of a skirt or dress create opportunities to hide contraband in the folds or between the layers of a buttoned-front garment.

Skirts and dresses are only permitted if they are: (1) not above the knee, (2) do not have a slit above the knee, and (3) do not have a slit longer than 3 inches, AND (4) are not buttoned or zippered.

SHORTS - PROHIBITED (exception: children under 8):

Shorts are not allowed for any visitor. The only exception published by NDOC is for children under 8 years old. No other state in this directory has a blanket shorts prohibition with a specific documented age cutoff. Bring pants, regardless of the Nevada heat.

Additional dress code standards:

- No clothing with offensive language or images

- No revealing attire

- Standard modesty requirements

No specific color prohibition is published for Nevada (no blue/orange/white equivalent).

Bring a change of clothes in your car. Dress code violations result in denial of entry.

ID REQUIREMENTS

Government-issued photo ID required for all adult visitors at every visit. Minors: bring birth certificates.

MINOR VISITOR RULES

Minors must be accompanied by a parent or legal guardian who is on the approved visitor list. Children under 8 are exempt from the shorts prohibition.

For inmates with sex offense convictions involving minors: any visit by a minor requires specific Deputy Director approval (see above). This must be obtained in advance - there is no day-of exception process.

BRINGING A FORM FROM THE LIBRARY

NDOC explicitly acknowledges in its published visiting policy that some families may not have access to a printer: "If the prospective visitor does not have the resources to print the form, they are encouraged to visit their local public library for access to computers, internet and printers."

This is a small but meaningful published accommodation that treats the digital divide as a real barrier, not an assumption.

WHAT YOU CAN BRING

Items permitted in the visiting room vary by facility custody level. Contact the specific facility before your visit. Standard rules apply statewide: no cell phones, no purses, no wallets, no electronic devices. Leave personal items locked in your vehicle.

VIDEO VISITATION

Video visitation is available at some NDOC facilities. Contact the specific facility for current platform and scheduling. Clark County Detention Center and Washoe County Jail (county facilities, not state) use third-party platforms including Smart Communications and InmateSales.

FEDERAL BOP IN NEVADA

Federal inmates from Nevada fall under BOP Residential Reentry Management San Francisco. There are no major federal BOP prisons physically located within Nevada.
