I did not serve my time in Oregon. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about Oregon comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income overnight.
Oregon is a state of significant geographic variation. Portland and the metro area, Eugene, the Willamette Valley -- urban and suburban communities with high housing costs and a strong social services infrastructure. The coast, the southern Oregon towns, the high desert of eastern Oregon -- rural communities where distance shapes everything. Oregon also has a large agricultural workforce, a significant houseless population, and a long history of building out a state safety net that in some ways exceeds what neighboring states offer.
Oregon expanded Medicaid through the Oregon Health Plan. SNAP is at 200% of the federal poverty level. The LIHEAP window runs from October through June -- one of the longest in the series.
One thing worth naming clearly at the start: a federal rule change under the 2025 OBBBA legislation changed how utility allowances are calculated for SNAP. In Oregon, about 29,000 households that previously received an automatic Full Utility Allowance (FUA) -- which reduced their counted income and increased their SNAP benefit -- no longer receive it automatically unless the household includes an elderly or disabled member. This reduced SNAP benefits for those households by an average of $58 per month starting in 2025. If your household received SNAP before and your benefit amount dropped, this is likely why. Oregon SNAP is administered by ODHS. Oregon uses BBCE at 200% of the federal poverty level with no asset test for most households. The maximum monthly SNAP benefit for a family of four with no income is approximately $994.
Benefits load onto the Oregon Trail Card (EBT card), accepted at most grocery stores, farmers' markets, and online at Amazon and Walmart.

Oregon Health Plan (OHP -- Medicaid)
Oregon expanded Medicaid through the Oregon Health Plan. Adults with income at or below approximately 138% of the federal poverty level (roughly $1,800 per month for a single adult in 2026) qualify for OHP coverage, regardless of whether they have children or a disability. If household income dropped because of incarceration, check OHP eligibility for every adult in the household immediately.
SNAP, TANF, and OHP recipients are automatically income-eligible for WIC.

LIHEAP (Low Income Home Energy Assistance -- Oregon Housing and Community Services)
Oregon's LIHEAP is administered by Oregon Housing and Community Services through local community providers statewide. Applications are accepted **October 1 through June 30** each year -- one of the longest windows in this series. Average benefit approximately $750 per year. Apply by scheduling an appointment with your local LIHEAP provider.
Oregon winters in the Willamette Valley, the coast, and especially eastern Oregon and southern Oregon mountains are real. Do not wait until February to schedule your appointment.

If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. Oregon WIC provides monthly food benefits, nutrition education, and breastfeeding support. The commissary question
Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.
What I also know now is what the outside looks like. In Oregon -- whether you are in Portland, Eugene, or a rural community in eastern Oregon or on the coast -- the household managing on one income after incarceration is carrying real costs. Housing in the Portland metro is expensive. Rural communities have their own pressures. The programs here stack: SNAP at 200% FPL, OHP for health coverage, LIHEAP for energy, TANF for cash if you qualify.
Set a commissary amount you can genuinely afford without threatening the household. A consistent small deposit on a reliable schedule is more useful to the person inside than an unpredictable large one. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.
School meals
Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. SNAP and TANF households often auto-qualify for free meals. Oregon participates in SUN Bucks -- $120 per eligible school-age child for summer groceries, loaded onto the Oregon Trail Card.
Housing assistance
Apply for Section 8 and public housing through Oregon Housing and Community Services (oregonhousingservices.org) and your local housing authority as soon as possible. In Portland and the Willamette Valley, waitlists can be significant.

Credit and debt
