What is a SID number in Oregon?
SID stands for State Identification Number - Oregon DOC's unique inmate identifier. It must appear on all mail sent to Oregon DOC facilities and is required for the Oregon Offender Network search at oregonoffender.net. Find it by searching the inmate's full legal name. County jail detainees have their own booking numbers that are separate from SID numbers - a county detainee doesn't have an Oregon DOC SID until they enter state custody after sentencing. If your person was recently transferred from county to state custody, allow 24 - 48 hours for the system to update. Once assigned, the SID is permanent for the sentence.
What is Oregon's Measure 110?
Oregon's Measure 110, passed by voters in November 2020, was the first statewide law in the US to decriminalize personal possession of small amounts of all controlled substances - including heroin, methamphetamine, and cocaine - making possession a civil violation rather than a crime. The state redirected cannabis tax revenues to fund addiction recovery centers. M110 faced significant implementation challenges, and in 2024 the legislature recriminalized possession under certain circumstances after evidence suggested the recovery network wasn't keeping up with demand. M110 remains one of the most studied drug policy experiments in the country.
Does Oregon scan prison mail?
Yes - Oregon DOC has implemented mail scanning at most state facilities. Physical mail is processed at a central scanning location, opened, scanned, and delivered electronically to inmate tablets. Your physical letter does not reach the inmate as a paper document. This was implemented primarily as a security measure to reduce drug smuggling through mail. Does Oregon have free prison phone calls?
No - Oregon has not eliminated phone call fees. Securus Technologies holds the Oregon DOC contract. The FCC's April 2026 rate caps apply to interstate calls from Oregon state facilities, reducing costs from historical highs, but calls are not free. Oregon has considered phone fee elimination legislation in recent sessions but has not passed it. Set up a Securus prepaid account.
