Sex offender restrictions (ORS 144.641-144.644) - LEGALLY DISTINCTIVE:
"Transitional housing" = housing intended for sex offenders for 45 days or LESS post-release
Transitional housing is NOT subject to permanent residence requirements
"Halfway house" in Oregon law = residential facility providing rehabilitative care for sex offenders
Permanent residence requirements for sex offenders: set individually by DOC/Parole Board
Acceptance into a transitional housing or residential treatment program is "good cause" for waiving residency conditions
Most general halfway houses/RRCs can accept sex offenders in transitional status (<=45 days)
For permanent placement beyond 45 days: individual parole conditions govern
Contact Oregon Board of Parole and Post-Prison Supervision for sex offender placement options

INTRO
If your loved one is approaching release from an Oregon state prison, Oregon's community corrections system works differently from most states in this directory. The Oregon DOC does not operate standalone halfway houses - instead, 36 county-operated community corrections agencies manage supervision and housing referrals in partnership with the state DOC. The DOC directly operates community corrections only in Linn and Douglas counties.
The single most prominent residential reentry center in Oregon is the Northwest Regional Re-Entry Center (NWRRC) at 6000 NE 80th Avenue, Portland - a 150-plus bed nonprofit serving federal clients, US Probation, and US Pretrial Services under a BOP contract, as well as individuals under community restoration orders across all 36 Oregon counties. NWRRC has been operating continuously since 1964 and is planning a major 6,500 square-foot expansion with a Spring 2026 groundbreaking.
For federal inmates, Oregon falls under BOP Residential Reentry Management Seattle - not RRM San Francisco. The RRM Seattle office (P.O. Box 13901, Seattle, WA 98198 / 206-870-1011) covers Alaska, Idaho, Oregon, eastern Washington, and western Washington.
Oregon abolished commercial bail bonds. For information about how Oregon's pretrial release system works, see our Oregon bail guide.
ODOC's Going Home II program provides pre-release transition support including classes, reentry planning, and housing referrals - connecting individuals to community resources before their release date.
NORTHWEST REGIONAL RE-ENTRY CENTER - PORTLAND'S REENTRY ANCHOR
NWRRC at 6000 NE 80th Avenue, Portland (503-546-0472 / nw-rrc.org) is Oregon's oldest and largest residential reentry center, operating continuously since October 22, 1964. Originally founded as the Oregon Halfway House under the Catholic Archdiocese of Portland, NWRRC has grown from a 15-bed men's program to a 150-plus bed facility serving both men and women.
Unique among Oregon providers, NWRRC partners with the Oregon Health Authority and all 36 Oregon counties to provide community restoration services - housing people who are unable to assist in their own legal defense due to mental health issues. This makes NWRRC a point of contact not just for corrections-referred clients but for a broad range of justice-involved individuals.
Spring 2026 brings a major milestone: groundbreaking for a 6,500 square-foot new wing adding residential beds, programming space, and staff offices. This is the largest physical expansion in NWRRC's 60-year history.
HOW COUNTY COMMUNITY CORRECTIONS WORKS IN OREGON
Oregon's community corrections system is one of the most decentralized in the directory. Each county operates its own community corrections agency with the authority to contract local housing providers, run supervision programs, and develop reentry services tailored to local conditions. Families seeking housing options for a loved one releasing to a specific Oregon county should contact that county's community corrections office directly.
For Portland-area releases, Multnomah County's Department of Community Justice (421 SW 5th Avenue, Suite 500, Portland / 503-988-3777) is the starting point. For Eugene releases: Lane County Community Corrections (125 E 8th Avenue, Eugene / 541-682-4261). For Salem releases: Marion County Community Corrections (4000 Aumsville Highway SE, Salem / 503-588-5180).
OREGON'S DISTINCTIVE SEX OFFENDER TRANSITIONAL HOUSING RULE
Oregon law (ORS 144.641-144.644) takes a notably different approach from most states in this directory. "Transitional housing" - defined as housing for a sex offender for 45 days or less immediately after release - is explicitly NOT subject to permanent residence requirements. This means sex offenders can be placed in transitional facilities immediately post-release without triggering residency restrictions that would otherwise apply. The Oregon Board of Parole and Post-Prison Supervision treats acceptance into a transitional housing or residential treatment program as "good cause" for waiving residency conditions. Permanent residence requirements - which are set individually by DOC and the Parole Board rather than by statewide statute - apply after the transitional period ends.
