If someone you love is locked up in Oregon, getting money into their account covers commissary - food, hygiene, phone time, writing supplies - and keeps the connection alive. Oregon's state prison system is unusual in this series because the Oregon Department of Corrections (ODOC) contracts with three separate vendors, not one. Families can choose from JPay, ICS Corrections (via Access Corrections), or Telmate, plus a free mail option. One important nuance: only ICS Corrections can fund the phone and communication account directly.
Oregon refers to incarcerated people as "adults in custody" (AIC) rather than inmates in official communications.
Oregon splits adult custody into two systems: ODOC for state sentences, and county jails operated by county governments. ODOC operates 12 state correctional institutions. Oregon has 36 counties, each with its own jail.
Two account types
Every AIC in an ODOC facility has two main accounts. The phone account covers phone calls, electronic messaging, and tablet services. The commissary account (also called the trust account) covers canteen purchases - snacks, hygiene items, clothing, and other goods. You can fund either account through the electronic vendors, but the choice of vendor matters for phone accounts: only ICS Corrections (using Access Corrections) can deposit directly to the phone/communication account. JPay and Telmate fund the commissary/trust account.
The SID# is required
The SID# (Identification Number) is ODOC's assigned identifier for each AIC. Required for all deposit methods and to find the person in the ODOC offender search at oregon.gov/doc. Confirm the name and SID# before every transaction.
Electronic vendors: three authorized choices
JPay
Go to jpay.com, create or log in to your account, search for the AIC by name and SID#, select Phone or Commissary deposit, add your payment method, and confirm. Also available via the free JPay mobile app for Android and iOS. By phone, call JPay Customer Service at 1-800-574-5729 and deposit with a credit or debit card. For cash deposits, buy a MoneyGram at Walmart, 7-Eleven, or CVS, then call 1-800-574-5729 and use receive code 7813. Funds typically post within 24-48 hours.
ICS Corrections (Access Corrections)
ICS Corrections is the only vendor authorized to deposit directly to an AIC's phone and communication account, in addition to the commissary account. Go to accesscorrections.com, create or log in to your account, search for the AIC by name and SID#, choose the account type, and deposit by credit or debit card. Telmate
Go to gettingout.com, create or log in to your account, find the AIC by name and SID#, choose Phone or Commissary deposit, and confirm with a credit or debit card (Visa, Mastercard, American Express, and Discover accepted). Telmate also has a mobile app. By phone, call Telmate Customer Service at 1-866-516-0115. Funds typically post within 24-48 hours.

Mail: the no-fee option
Mailing a money order or cashier's check directly to ODOC is the only deposit method with no transaction fee. ODOC accepts money orders and cashier's checks only by mail - no cash, no personal checks.
Make the money order or cashier's check payable to "DOC" and include the AIC's name and SID# in the payee line.
Write the purchaser's full name and complete mailing address (including city, state, and zip code) on the money order or cashier's check itself and in the return address area of the envelope. All information must be legible. Incomplete or illegible items will be returned.

Oregon has 36 counties, each with its own jail operated independently of ODOC.
Multnomah County Detention Center (Portland), at 1120 SW 3rd Avenue, uses TouchPay for deposits - online, by phone at 866-232-1899, and at lobby kiosks. For questions call 503-988-3689.
Inverness Jail (Portland), at 11540 NE Inverness Drive, is also operated by Multnomah County. For questions call 503-988-5060.
Washington County Jail (Hillsboro), at 215 SW Adams Avenue, uses ViaPath/ConnectNetwork for deposits - kiosks in the lobby and online. For questions call 503-846-2700.
Lane County Adult Corrections (Eugene), at 101 West 5th Avenue, uses Access Corrections for deposits - online at accesscorrections.com, by phone at 866-345-1884, and a lobby kiosk. For questions call 541-682-4263.
The vendor is county-specific. The only reliable way to find the current deposit vendor for a specific Oregon county jail is to check that county sheriff's website or call the facility directly.
Accounts do not transfer between vendors. When your person moves from a county jail to an ODOC state prison, the county account stays with the county vendor. You set up new deposits through JPay, ICS Corrections, or Telmate using the ODOC SID#.
Federal custody in Oregon
If your person is in federal Bureau of Prisons custody in Oregon - including FCI Sheridan - deposits go through the BOP Trust Fund via Western Union, MoneyGram at retail (different code from ODOC 7813), or online at bop.gov. You need the eight-digit BOP register number. Do not use ODOC methods for federal inmates.
