INTRO

Oregon's Department of Corrections (ODOC) serves approximately 13,000 Adults in Custody (AICs) across 14 facilities - from Oregon State Penitentiary in Salem to Snake River Correctional Institution in Ontario, near the Idaho border. Oregon uses the term "Adults in Custody" throughout all published materials rather than "inmates."

The statewide visiting guidelines are published at oregon.gov/doc/visiting and governed by Oregon Administrative Rules Division 291-127. Two things stand out. First, Oregon's blue clothing prohibition extends beyond blue denim to all blue clothing of any kind - one of the broadest single-color prohibitions in the directory. Second, Oregon's online scheduling system has a documented trap: the platform allows you to schedule a visit whether or not you are an approved visitor, but if you are not approved, the visit will be denied at the institution. ODOC publishes this warning explicitly - but families who don't read it carefully book visits they cannot attend.

VISITOR APPLICATION

Adults in Custody (AICs) must apply to have a person added to their approved visiting list. Even if you previously visited the AIC in a county jail, you must apply separately for DOC visiting privileges.

THE SCHEDULING TRAP - READ BEFORE BOOKING:

Oregon's online scheduling system (ICSolutions) allows any visitor to schedule an in-person visit regardless of whether they are on the approved visitor list. The system does not block unapproved visitors from booking. ODOC publishes a specific warning about this: "While the online system allows for scheduling regardless of visitor status, the visit will be denied at the institution if the visitor is not approved."

Check with the AIC to confirm your approved status before scheduling. If you are not on the approved list, your scheduled visit will be denied at the door - and you will have made a wasted trip.

KEEPING INFORMATION CURRENT:

Visitors are responsible for notifying ODOC in writing of any change of address or name change. A name change requires verification documentation - such as a marriage certificate. Failure to keep information current can result in processing delays or denial.

SCHEDULING - ICSOLUTIONS

Oregon uses ICSolutions for in-person visit scheduling at most facilities.

Special housing (DSU, IMU, ASU): must pre-schedule directly with the facility's visiting front desk. Regular ICSolutions scheduling does not apply for special housing AICs.

REDUCED VISITING / SPECIAL CIRCUMSTANCES:

Institutions can accommodate requests outside standard visiting days and times when no alternative option exists. Phone hours for facility contact: 8:00 AM-4:00 PM, Monday-Friday. Voicemails returned within 24 hours (excluding weekends/holidays).

THE 3-HOUR TRAVEL DUAL-SESSION OPTION

Oregon State Penitentiary and most ODOC facilities: AICs may receive only one visiting session per visitor per day on weekends and holidays - either the AM session or the PM session, not both.

EXCEPTION FOR LONG-DISTANCE VISITORS:

If travel time to the facility is greater than 3 hours, visitors may call (503) 373-0169 up to 30 days in advance to request both the AM and PM sessions on weekends and/or holidays - subject to space availability.

This is one of the more generous long-distance visitor accommodations in the directory. Oregon gives families making a 6-hour round trip a documented pathway to maximize their visit day.

For OSP specifically: visitors must wait on the other side of the bridge until 7:55 AM for the AM session or 12:55 PM for the PM session.

VISITING HOURS

Visiting hours vary by facility. Key examples:

OREGON STATE PENITENTIARY (OSP) - Salem:

SNAKE RIVER CORRECTIONAL INSTITUTION (SRCI) - Ontario (MOUNTAIN TIME):

SRCI is in Ontario, Oregon - which observes Mountain Time, not Pacific Time.

Saturday, Sunday, and recognized state holidays: 7:50-10:40 AM MST / 12:15-3:45 PM MST

Note: SRCI is not currently using ICSolutions for in-person visit scheduling - contact the facility directly.

General population/minimum housing: approved visitors may arrive during regular visiting days and times without pre-scheduling.

Special housing (DSU, IMU, ASU): must pre-schedule with visiting front desk at (541) 881-4577.

BASIC VISITING (certain facilities):

Basic visiting = non-contact visits behind glass. Scheduled for 8:30 AM, 9:30 AM, 1:30 PM, or 2:30 PM. Limited to 2 visitors, 1-hour time slot, once per week.

PRIVILEGED VISITING:

Contact visits in the visiting room. Subject to the AIC's privilege level and facility availability.

DRESS CODE - NO BLUE OF ANY KIND

Oregon's visiting guidelines (published at oregon.gov/doc/visiting/Pages/visiting-guidelines.aspx) lead with the single most important rule in bold:

"Do NOT wear blue denim or blue clothing of any kind."

This is the broadest single-color prohibition in the directory. California prohibits blue denim and blue chambray (inmate clothing colors). Massachusetts prohibits blue and black jeans. Oregon prohibits all blue clothing of any kind - blue shirts, blue blouses, blue sweaters, blue pants, blue anything. There is no shade of blue that is permitted.

Also prohibited from Oregon Administrative Rules OAR 291-127-0460:

- Camouflage patterned clothing of any kind

- Underwire bras (explicitly prohibited in Oregon Administrative Rule)

- Blue denim or blue colored clothing of any kind

- Clothing that is provocative as it may draw undue attention

- Wrap-around skirts

Additional guidelines from the published visiting guidelines:

- Clothing must be knee-length or longer

- Footwear and undergarments must be worn

- No revealing, sheer, or suggestive clothing

- No security threat-related items

- No hats inside the facility

- No outer garments such as coats or lined jackets

- Dress conservatively

UNDERWIRE BRA PROHIBITION:

Oregon Administrative Rule OAR 291-127-0460 explicitly prohibits underwire bras. This is one of the more directly published underwire bra prohibitions in the directory (California also prohibits them under CCR §3174). Wear a sports bra or non-underwire bra.

Bring a change of clothes in your car. If your outfit does not meet requirements, ODOC advises having an alternative set available.

ID REQUIREMENTS

Visitors age 15 and older must bring a valid ID for every visit. Acceptable forms: driver's license, passport, state ID, military ID, school ID, or other official government-issued identification.

The age-15 threshold is lower than most states in the directory (North Dakota uses 16, Oregon uses 15). A high school sophomore visiting a family member needs ID.

PHOTOS - 5 NON-POLAROID RULE

Up to five non-Polaroid photos or five sheets of photos may be brought into the visiting room. All photos must leave with the visitor at the end of the visit - photos may not be left with the AIC.

No Polaroid photos specifically. The prohibition on Polaroid photographs is consistent with many ODOC facilities due to the instant-photo printing mechanism historically used to smuggle substances.

WHAT YOU CAN BRING

Quarters: for visiting lockers and vending machines. Maximum $15 in quarters.

Photos: up to 5 non-Polaroid photos or 5 sheets of photos (leave with visitor at end).

Infant items: 2 diapers, 1 clear plastic bottle, 1 single-layer blanket, 1 pacifier, wipes in a clear plastic bag.

Emergency medications: inhalers, nitro tablets - left at the Sergeant's desk during the visit, not kept with the visitor.

Metal Detector Medical Exception Form: required in advance if a medical condition prevents use of a metal detector. Available at oregon.gov/doc/Forms/metal-detector-medical-exception.pdf.

What to leave at home or in a locker: non-emergency medications, tobacco products (prohibited on all DOC property), cash over allowed limits, cell phones and electronics, weapons, metal items, outer garments, hats.

MINOR VISITOR RULES

Oregon's published visiting guidelines refer to ID requirements beginning at age 15. Minors must be accompanied by an adult who is on the approved visitor list. Contact the specific facility for minor-specific visiting requirements.

CHANGE OF ADDRESS OR NAME NOTIFICATION OBLIGATION

Oregon requires visitors to notify ODOC in writing of any change of address or name change. Name changes must include verification documentation (e.g., marriage certificate). This is similar to Maine's ongoing notification obligation but specific to address and name rather than new criminal charges.
