Located at 800 Ellen Halbert Dr in Burnet, TX, Halbert Unit carefully assigns inmates based on their custody level, considering factors like criminal history. Halbert Unit offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.
The Ellen Halbert Unit, a female correctional facility, has a capacity to accommodate 612 inmates and primarily houses individuals classified under substance abuse custody levels. Spanning approximately 223 acres, the unit engages in agricultural operations, specifically contract grazing, while refraining from manufacturing and logistics activities. Operational focus is on unit maintenance to ensure smooth facility functioning.
Medical services at the Ellen Halbert Unit include ambulatory medical and dental care, all conveniently available on a single level. These services are overseen and managed by UTMB, ensuring comprehensive healthcare support for the female inmate population. The unit offers several special treatment programs tailored to address substance abuse issues, including the Substance Abuse Felony Punishment Facility (SAFPF), In-Prison Substance Use Treatment Program (IPSUTP), In-Prison Therapeutic Community (IPTC), and the Female Cognitive Pre-Release Program (FCPRP).
While educational programs are not currently offered, the Ellen Halbert Unit provides access to an adult education program whenever available, along with chaplaincy services, a faith-based dormitory, and participation in the GO KIDS Initiative, which promotes personal growth and development. Additionally, the unit actively engages in community work projects, providing services to city and county agencies, local school districts, and Texas Parks and Wildlife.
Volunteer initiatives play a crucial role in the rehabilitation process, with various opportunities for involvement. These initiatives include employment and job skills training, substance abuse education, life skills development, parent training, support groups, mentoring programs, and religious or faith-based studies and activities. Furthermore, the Women's Storybook Project offers a unique avenue for inmates to connect with their families through literature, fostering emotional well-being and familial bonds despite incarceration.
Halbert Unit maintains a database of current inmates and their locations within the system. To locate an inmate, begin by using the DOC locator tool, which requires entering the first three letters of the inmate's first and last name, allowing for variations in spelling.
If unable to locate the desired information through free resources, users may opt to use the Arrest Record Search, which requires payment. While this option incurs a small fee, it provides access to the most up-to-date data available.
Visitation plays an important role in maintaining the association between inmates and their friends and family as well as strengthening family ties. Visitation Procedure Update (effective December 28, 2023)

Special visits or visits requiring special accommodations should be arranged before the visit. If you have made special arrangements with the unit, call before leaving to ensure that plans for your visit have been made and are in place. Spiritual visits must be coordinated through the warden’s office.
Each inmate is only allowed one visit per weekend. To the extent possible, individuals on an inmate’s Visitors List should coordinate with one another and with the inmate to prevent subsequent visitors from being declined when they arrive at the unit.
