Located at 1500 State School Rd in Gatesville, TX, Hilltop Unit carefully assigns inmates based on their custody level, considering factors like criminal history. Hilltop Unit offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

The Hilltop Unit caters to female inmates and boasts a capacity of 341 in the unit and 212 in the trusty camp. Custody levels range from G1 to G3, accommodating outside trusty individuals and youthful offenders. Spread across 1,283 acres, Hilltop shares its location with Crain, Murray, and Woodman units, collectively engaging in agricultural operations like cultivating edible and field crops, managing security horses and pack canines, and overseeing a swine finishing operation. Additionally, the facility hosts a garment factory for manufacturing and logistics purposes.

Operational efficiency is maintained through Region VI Regional Maintenance Headquarters and unit maintenance services. Notably, it serves as a Pre-Service/In-Service Training Facility and houses regional medical offices and training facilities, including the Larry Dowdy Conference Room and Training Center.

Medical care is comprehensive, with UTMB overseeing ambulatory medical, dental, and mental health services. Services are conveniently situated on one level, including housing tailored to accommodate CPAP users. Hilltop offers specialized treatment programs like the COURAGE Program for Youthful Offenders, the Sex Offender Treatment Program (SOTP), and the Sex Offender Education Program (SOEP), alongside the Champions Youth Program (CYP).

Education plays a pivotal role, offering literacy programs, special education, Title I initiatives, and various career and technology programs such as Business Image Management and Multimedia, as well as Central Texas College Academic courses. Additional services include a faith-based dormitory, adult education, life decisions program, HIV peer education, reentry planning, chaplaincy services, and the GO KIDS Initiative.

While community work projects are not conducted directly, the unit actively engages volunteers for substance abuse education, literacy programs, life skills training, parent education, support groups, and religious or faith-based studies and activities. Notable initiatives include Girl Scouts Beyond Bars, Truth Be Told, and the Women's Storybook Project, which enhance inmate rehabilitation and foster positive interactions.

Inmate Visitation

Visitation plays an important role in maintaining the association between inmates and their friends and family as well as strengthening family ties. Visitation Procedure Update (effective December 28, 2023)

Preparing for your visit:

Before you travel to a unit:

  • Confirm the inmate is assigned to the unit you are planning to visit and has visitation privileges.

  • Confirm the unit visitation schedule and verify that visitation has not been canceled. An eligible inmate cannot receive visitors if visitation has been canceled.

  • Do not bring cash (except coins, not more than $35).

  • No cell phones inside the secure perimeter.

  • Spiritual visits must be coordinated through the warden’s office.

Each inmate is only allowed one visit per weekend. To the extent possible, individuals on an inmate’s Visitors List should coordinate with one another and with the inmate to prevent subsequent visitors from being declined when they arrive at the unit.
