Located at 1045 Horsehead Rd in Pikeville, TN, BCCX carefully assigns inmates based on their custody level, considering factors like criminal history. BCCX offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

The BCCX serves as the diagnostic facility for all male offenders entering its custody. Situated on the Cumberland Plateau, BCCX accommodates both male and female inmates across custody levels, ranging from minimum to maximum security, with an operational capacity of 2,265 inmates and a workforce of nearly 700 staff members. Annually, the facility conducts over 4,500 intakes, making it a crucial entry point into the TDOC system.

Established in 2012, BCCX comprises three distinct sites spread across 2,500 acres. Site 1 functions as the diagnostic center, where incoming offenders undergo comprehensive assessments to determine their medical, mental health, and programming needs. This site also includes accommodations for inmate workers and a supported living unit. Site 2, formerly known as the Southeast Tennessee State Regional Correctional Facility primarily houses male inmates and features a 152-bed annex. Meanwhile, Site 3, or Unit 28, provides housing for approximately 196 female offenders.

To address the rehabilitative needs of its population, BCCX offers a range of evidence-based programs. Both male and female inmates have access to Adult Basic Education (ABE) and Career Management for Success classes. Additionally, male inmates can partake in vocational programs such as Barbering, Core Carpentry I & II, Core Electrical I & II, Core Construction, and Culinary Arts. Female inmates, on the other hand, have access to programs like Computer Aided Drafting, Horticulture & Landscaping, and Cosmetology. To cater to behavioral health needs, BCCX provides cognitive behavior intervention, psychotherapy, substance abuse therapy, and workforce development initiatives.

Through community partnerships, BCCX enhances its offerings, collaborating with Chattanooga State Community College and Tennessee College of Applied Technology (TCAT) to provide academic and vocational opportunities. The Tennessee Rehabilitative Initiative in Correction (TRICOR) offers job placements in various industries, fostering skill development among inmates. Those not engaged in formal programs contribute to the prison's operations through support service roles, encompassing landscaping, janitorial services, and food preparation. Thus, BCCX serves as a pivotal hub for inmate assessment, rehabilitation, and reintegration into society.
