NECX is a time-building prison primarily designated for close-custody inmates. Established in 1990, the facility accommodates up to 1,395 male offenders across custody levels ranging from minimum to close. With a workforce of over 500 individuals, NECX has upheld accreditation by the American Correctional Association since 1993, ensuring adherence to established standards in corrections.

At NECX, a diverse array of evidence-based programs is offered to address the rehabilitative needs of inmates. These include Adult Basic Education (ABE) and Higher Education Equivalency (HiSET) prep courses, alongside numerous vocational programs. Vocational training opportunities encompass Welding, Core Carpentry I & II, Electrical, HVAC and Refrigeration, Masonry, Plumbing, and Construction. Furthermore, NECX provides interventions for behavioral health issues, such as cognitive behavior therapy, substance use group therapy, aftercare support, and workforce development initiatives.

Through collaborative efforts with the community, NECX extends educational and vocational opportunities to its inmate population. Partnerships with institutions like Tennessee College of Applied Technology (TCAT) offer programs in Computer Information Technology, Industrial Electricity, and Masonry. Additionally, Northeast State Community College provides an associate degree program in business administration, enhancing inmates' prospects for successful reintegration into society post-incarceration.

Inmates not enrolled in academic or vocational pursuits are assigned to support service roles within the prison, contributing to functions like landscaping, janitorial services, and food provision. These roles not only facilitate the smooth operation of the facility but also offer inmates opportunities for skill development and productive engagement during their incarceration.
