Vermont runs a unified corrections system: the Vermont Department of Corrections (VTDOC) oversees all adult incarceration and community supervision statewide, including pretrial defendants. There are no separate county jails in Vermont.

VTDOC uses Access Corrections - also known as the Keefe Trust Account - as the primary commissary deposit platform. Phone calls run through a separate system (ICSolutions), and tablet access uses a third platform (JailATM). Understanding which platform does what prevents money from landing in an account where it can't be used.

A note on scam requests

VTDOC's official constituent services page includes a direct warning: if an incarcerated person asks you to deposit funds into another incarcerated person's account, do not do it. This practice is often connected to contraband or fraud. There is no legitimate reason your loved one needs you to fund someone else's account. If you receive such a request, contact the person's caseworker or facility Superintendent.

State facilities: VTDOC and Access Corrections

Vermont has six correctional facilities, all operated by VTDOC. A small number of men are held out of state due to capacity.

The commissary account is the Access Corrections account, also called the Keefe Trust Account. Funds deposited here cover commissary purchases - food, hygiene, clothing, and other approved items. The incarcerated person can also transfer funds from this account to their ICS Debit account for phone calls and tablet premium content.

How to fund the Access Corrections/Keefe Trust Account

Online - go to accesscorrections.com and create or log in to your account. Find the person by name and ID number and deposit by credit or debit card. You can also order Vermont commissary packages through vermontpackage.com, which also allows fund deposits. By deposit coupon and money order - download the blank deposit coupon from the VTDOC constituent services page at doc.vermont.gov/information-inmate-families-and-friends, pick one up in any facility lobby, or get one from the incarcerated person directly. A sample coupon showing correctly filled-out forms is also available on the VTDOC page. Fill out the coupon completely, attach your money order, and mail. The incarcerated person's ID number is required for all deposit methods. Find it using the Vermont Inmate Locator at doc.vermont.gov/information-inmate-families-and-friends.

Phone calls: ICSolutions (separate from commissary)

Phone calls at VTDOC facilities run through ICSolutions - a separate platform from Access Corrections. There are two ways to fund phone calls, and they work differently.

Prepaid Collect (through ICSolutions directly) - go to icscorrections.com/facilities/vt_doc.html and use the "Prepaid Collect" option. Funds added this way are tied to the specific phone number you use to add them. The incarcerated person can only use these funds to call you back at that specific number. They cannot use Prepaid Collect funds to call anyone else.

For general phone access (calling any approved number) - add funds to the Access Corrections/Keefe Trust account. The incarcerated person can then transfer those funds to their ICS Debit account, which they can use to call any number on their approved telephone list.

Do not add funds through the "Debit (Incarcerated Individual-Prepaid)" option on the ICS website. That option does not accept deposits from outside. Use Access Corrections for general phone funding.

Note about call blocking: ICSolutions phone numbers are sometimes flagged as robocalls by mobile carriers. If you are not receiving calls from your loved one, add the facility-specific ICSolutions number to your contacts. Tablets: JailATM Gold Passes

ICS Tablets have been distributed to all VTDOC facilities. To purchase Gold Passes - which give the incarcerated person one hour of full tablet access including all available features - use JailATM at deposits.jailatm.com. Tablet premium content (beyond the Gold Pass) is funded from the ICS Debit account, which is fed from the Access Corrections/Keefe Trust account.

Note on ViaPath/GettingOut transition

All funds previously held with ViaPath/GettingOut have been transferred to Access Corrections/Keefe Trust accounts. If you still have a GettingOut balance, contact ViaPath at 1-866-516-0115 to request a refund. The GettingOut account must still be active for ViaPath to process it.

No separate county jail system
