Vermont does not use a centralized mail scanning address. Mail goes directly to the facility where the incarcerated individual is housed. Vermont uses "incarcerated individuals" as its primary term.
Vermont has six correctional facilities - all operated by the Vermont Department of Corrections (VTDOC), which is the sole agency overseeing all forms of incarceration in the state. Vermont also houses a small number of men out of state due to lack of bed space; see doc.vermont.gov/information-inmate-families-and-friends/inmates-housed-out-state for that process.
Sending mail - letters and correspondence
Mail goes directly to the facility. Address every piece of mail using:
- Incarcerated individual's name
- Their ID number
- Full facility name and address
Find the incarcerated individual's ID number and facility using the Inmate Locator linked from the VTDOC Constituent Services page at doc.vermont.gov/information-inmate-families-and-friends.
Mail is subject to inspection and screening by correctional facility staff. Specific content restrictions are governed by VTDOC Policy #409.05 - Inmate Mail, Publications, and Audio/Video Regulations.

Sending money - Access Corrections (Keefe Trust Account)
Friends and family deposit funds into the incarcerated individual's account for commissary purchases and telephone time.

VTDOC caution: If an incarcerated individual asks you to deposit funds into another incarcerated individual's account, do not do it. This is often connected to contraband, fraud, or coercion. If you receive such a request, contact the individual's caseworker or Superintendent.
Phone calls - ICSolutions
All six VTDOC facilities use ICSolutions for phone service.
Two types of phone accounts:
Prepaid Collect (set up by family/friends): family adds funds so the incarcerated individual can call only the specific number used to set up the account. Cannot be used to call anyone else. Set up at icscorrections.com/facilities/vt_doc.html.
ICS Debit (funded through commissary): family deposits funds into the Access Corrections (Keefe Trust) account. The incarcerated individual transfers funds to their ICS Debit account and can then call any approved number from their phone list.

Gold Passes provide one hour of flex tablet use. Purchase at JailATM.com (deposits.jailatm.com).
Premium tablet content is funded through the ICS Debit account.

For questions about programming, visiting, mail, medical care, housing, or any other matter, use the Constituent Services Online Portal at doc.vermont.gov/information-inmate-families-and-friends. Office hours: 7:45 a.m. to 4:30 p.m., Monday through Friday, excluding holidays. Responses within 48 hours.
