Wyoming's five state correctional facilities all use ICSolutions for phone calls and video visits under a contract with the Wyoming Department of Corrections (WDOC). Wyoming is a small state with a compact prison system - all five facilities under one vendor, one setup process.
Wyoming has 23 counties, each operating its own jail with independent phone contracts.
WDOC uses "inmates" and "offenders" in official materials.
PART 1 - WDOC STATE FACILITIES
Phone vendor: ICSolutions (Inmate Calling Solutions)
Setup: icsolutions.com
ICSolutions customer service: 888-506-8407
Video visitation: 888-646-9437
Inmates place outgoing calls only - incoming calls are not permitted.
Rate
The current per-minute rate is not published on the official WDOC website. Rates are set by the contracted provider and are subject to change. Verify the current rate at icsolutions.com before funding an account.
Account types
Prepaid Account (Family/Friends): You deposit funds into an account tied to your specific phone number. The inmate can call only that designated number (home phone, cell phone, or business phone). You control the funds.
Debit Telephone Account: Funds are held in the inmate's account. The inmate can call any number on their approved calling list - not just your number. Family/friends or the inmate can deposit to this account.
Set up either account type at icsolutions.com or by calling 888-506-8407.
Approved calling list
Each inmate is given the opportunity to establish an approved calling list of up to 20 numbers during intake. The approved calling list may not exceed 20 numbers at any time.
The list must remain unchanged for at least 90 days after being posted to the phone system before the inmate can request modifications, deletions, or additions. After the 90-day period, the inmate may request changes no more than once every 90 days.
An inmate found guilty of a third-party call violation may have the offending number removed from their approved list for up to 3 months.
Call rules
- Outgoing calls only - no incoming calls permitted
- Do not use three-way calling, call forwarding, or call waiting
- Do not hit the telephone keypad during a call
- Avoid long periods of silence - these may cause the call to disconnect
- All calls monitored and recorded except approved attorney calls

What to do before the first call
For a WDOC state facility:
1. Find the inmate's WDOC number and current facility at the WDOC Offender Locator on corrections.wyo.gov
2. Create an account at icsolutions.com or call 888-506-8407 (have the inmate's WDOC number ready)
3. Choose account type: Prepaid (calls to your number only) or Debit (inmate calls any approved number)
4. Verify the current rate at icsolutions.com before funding
5. Fund the account
6. Note the 90-day waiting period before the inmate can modify their approved calling list - if your number is not yet on the list, ask the inmate to request it during intake or at the next available opportunity
7. Wait for the inmate to initiate the call
For a Wyoming county jail:
1. Find the individual through the county jail's website or inmate search
2. Identify the current vendor (NCIC, Securus, or ICSolutions)
3. Create an account with that vendor
4. Add funds
5. Wait for the individual to call
