INTRO
Wyoming's Department of Corrections (WDOC) operates five correctional facilities housing approximately 2,400 people - the least populous prison system in the country outside of North Dakota. Facilities include the Wyoming State Penitentiary (WSP) in Rawlins, the Wyoming Medium Correctional Institution (WMCI) in Torrington, the Wyoming Women's Center (WWC) in Lusk, and two pre-release/community facilities. The statewide visiting framework is governed by WDOC Policy and Procedure #5.400, Inmate Visitation.
Wyoming's visiting policy is defined by a philosophy that does not appear in any other state in this directory. The policy explicitly states that visiting is structured as an incentive program to encourage good institutional conduct - not as a rehabilitative entitlement, not as a baseline right, and not simply as a privilege. Visits are permitted when they further the inmate's correctional planning and the department's correctional goals and mission. This framing has practical consequences: an inmate's visit access is tied directly to their conduct and program participation in ways most states don't articulate.
Wyoming uses commercial bail bonds - bail_banned = false.
THE INCENTIVE PROGRAM PHILOSOPHY
Published statewide across all WDOC facilities:
"It is the policy of the Wyoming Department of Corrections to structure visiting in its correctional facilities as an incentive program to encourage good institutional conduct."
And separately:
"When authorized, visitation in a WDOC correctional facility is permitted, neither as a matter of right nor as a privilege of the inmate or the inmate's visitor; rather, visitation in WDOC correctional facilities is permitted by the department when it furthers the inmate's correctional planning and the department's correctional goals and mission and is consistent with the safe, secure and orderly management and operation of the facility."
This language is unique in the directory. No other state frames visits this way in its published rules. The practical consequence: visiting access in Wyoming is structurally linked to the inmate's institutional conduct and individual correctional plan. An inmate with disciplinary history or who is not engaged in programming may have visits modified or suspended not just as punishment but as a function of their correctional planning status.
At the same time, WDOC publicly acknowledges the research basis for visiting: studies show that visitation and more frequent visitation are both associated with lower rates of recidivism - and the department explicitly cites this in its visiting materials as a reason it encourages visits consistent with security.
VISITOR APPLICATION - FORM 531, VISITOR-INITIATED
Unlike most states where the inmate initiates the visitor application process, Wyoming places responsibility on the visitor. The applicant for visiting privileges is responsible for filling out the visitor request form (WDOC Form 531) completely and accurately and returning it to the correctional facility.
WDOC Form 531 (Visitor Application): available in English and Spanish at corrections.wyo.gov/home/visitation
FALSE APPLICATION INFORMATION - 1-YEAR DENIAL:
An inmate or prospective visitor who has intentionally submitted false information as part of the visiting application process will be denied visitation for at least one (1) year from the date of denial. After the one-year period, the inmate may submit a new visiting application.
SHAM MARRIAGES AND ADOPTIONS:
Wyoming's visiting policy explicitly addresses sham relationships: "Sham adoptions, marriages, etc., used to circumvent the visiting regulations shall be considered invalid and may result in termination of the visiting privileges." Wyoming is one of the very few states in the directory to publish this language explicitly.
OTHER DENIAL GROUNDS:
- Reasonable suspicion the inmate or prospective visitor is engaged in criminal activity in the community or within a WDOC facility
- Prior refusal to submit to a search based on reasonable suspicion during any previous visit to any WDOC facility
- The prospective visitor is under age 18 and WDOC Form 532 (Letter of Custodial Consent) is not on file with the institution
MINOR CHILDREN - FORM 532, NOTARIZED CUSTODIAL CONSENT
Only specific minor children are authorized to visit under WDOC Policy 5.400:
AUTHORIZED MINOR VISITORS:
- Minor children of the inmate, accompanied by an approved adult visitor; OR
- Minor children of a custodial parent or legal guardian who is also an approved visitor accompanying them
ALL minor visitors must:
1. Be listed on the inmate's visiting list
2. Have a notarized WDOC Form 532, Letter of Custodial Consent, on file with the institution
SEXUAL OFFENSE RESTRICTION:
Minors who were the victim of the inmate's past or present sex crime involving a minor will not be allowed to visit, unless otherwise specifically approved in accordance with WDOC Policy 5.400.
INFANT AND TODDLER ITEMS PERMITTED:
- One clear plastic baby bottle
- Single layer blanket
- One pacifier
- One single sealed powdered milk container or liquid formula
- Up to 6 diapers
- Unopened sealed bag of wipes, or wipes in a clear Ziploc bag

DRESS CODE - BLUE DENIM PROHIBITED
Wyoming's statewide dress code is published consistently across WSP, WMCI, and WWC under WDOC Policy 5.400.
THE BLUE DENIM PROHIBITION:
Visitors are not allowed to wear blue denim or other clothing that is similar to inmate attire. This restriction is necessary to ensure the safety of all individuals if an emergency arises.
EXCEPTION: children fewer than three feet tall will be permitted to wear blue denim.
Visitors should check with the specific facility they are visiting to inquire about any additional clothing prohibited because it is similar to inmate attire - the statewide rule covers blue denim, but individual facilities may have additional restrictions.
FULL DRESS CODE (WDOC statewide):
- No blue denim or clothing similar to inmate attire
- No unduly suggestive or form-fitting clothing
- Dresses, skirts, jumpers, culottes, and shorts: may not be worn more than 2 inches above the middle of the kneecap
- Conservative attire required
No additional statewide color prohibition is published beyond blue denim (no orange, white, green equivalent at the policy level).
STAFF DISCRETION: it is up to the discretion of staff to interpret and enforce the dress code. Bring a change of clothes in your vehicle.
VISITOR CONDUCT - ARRIVAL AND PROCESSING
Positive photo identification is required for all visitors upon arrival. Government-issued photo ID.
At WMCI: visitors must check in at the Administration area 30 minutes before the scheduled visiting time. Visitors will not be processed more than 45 minutes ahead of the scheduled visitation time.
Visitors may leave at any time during the visit but will not be allowed to return until the next scheduled visiting session. This is a one-directional door - once you leave, the visit is over for that session.
Anyone appearing to be under the influence of alcohol or drugs will not be permitted to visit and will be required to leave state property.
Lockers are provided at some facilities for visitors to securely store personal belongings during visits.
VIDEO VISITATION
Video visits are available at all WDOC facilities. Facility-specific video visiting information, links, and instructions: corrections.wyo.gov/home/visitation - look for the "Video Visiting Information" link under each facility listing.
WHAT HAPPENS WHEN VISITING PRIVILEGES ARE DENIED OR SUSPENDED
Application for visiting privileges may be denied, and visiting privileges may be suspended, modified, or revoked at any time for any reason deemed to be in the interest of public, departmental or correctional facility safety, security and order.
This is broader discretionary authority than most states publish. Wyoming's framework does not enumerate specific grounds that must be present before denial - the standard is the interest of safety, security, and order, which encompasses a wide range of facility determinations.

Frequently asked questions
Q: Why does Wyoming frame prison visits as an incentive program?
A: Wyoming Department of Corrections explicitly structures visitation as an incentive program to encourage good institutional conduct - published statewide in WDOC Policy 5.400. Visits are permitted when they further the inmate's correctional planning and departmental goals, not as a baseline right or entitlement. Inmates with conduct issues may have visiting access modified or suspended as part of their correctional plan management.
Q: Can I wear blue jeans or denim to a Wyoming prison visit?
A: No - blue denim is prohibited statewide because Wyoming inmates wear blue denim as their institutional clothing. The prohibition exists to prevent visitor-inmate confusion in an emergency. Children under three feet tall are exempt and may wear blue denim.
Q: What is WDOC Form 532?
A: The Letter of Custodial Consent - a notarized form required to have minor children on an inmate's visiting list at any WDOC facility. The form must be on file with the institution. Only the inmate's own minor children (or minor children of a custodial parent/legal guardian who is also an approved visitor) may visit, and all must have Form 532 on file.
Q: What happens if I submit false information on a Wyoming visitor application?
A: A one-year denial from the date of the false application. After one year, a new application may be submitted. Sham marriages and adoptions used to circumvent visiting regulations are explicitly addressed in WDOC policy and may result in termination of visiting privileges.
Q: How do I apply to visit someone at a Wyoming state prison?
A: Download WDOC Form 531 (Visitor Application) from corrections.wyo.gov/home/visitation - available in English and Spanish. The visitor is responsible for completing it accurately and returning it to the specific correctional facility.
Q: Can I return to a Wyoming prison visit after leaving the visiting area?
A: No - visitors may leave at any time during a visit, but will not be allowed to return until the next scheduled visiting session. Once you leave, the visit ends for that session.
