The idea of inmates at neighboring facilities flying kites back and forth and conducting romantic relationships across the fence is largely a product of television drama rather than the reality of how correctional facilities operate. The two scenarios, pen pals and physical contact, are very different things and worth separating.

Inmate pen pals are real. Inmates at different facilities do correspond by mail, and in some cases those connections develop into meaningful relationships. This happens through the standard mail system and is subject to the same monitoring and restrictions as any other inmate correspondence. It is not unusual and facilities generally permit it as long as it does not create security concerns.

Physical or sexual contact between inmates at separate facilities is a different matter entirely. The logistics of modern correctional management make casual cross-facility contact essentially impossible. Inmates are not in a position to physically access another facility, and the security measures in place at any properly run institution prevent the kind of casual proximity that television suggests. What happens within a single facility between inmates housed together is a different conversation, but the romantic cross-facility scenario is not a realistic concern.

Conjugal visits, where a spouse visits for an extended private period, are one of the most misunderstood aspects of prison life. They are not widely available. Only a handful of states still offer them, they are strictly limited to legally married spouses in most cases, and participation requires meeting specific eligibility criteria including a clean disciplinary record. For the vast majority of inmates at most facilities the question is simply not applicable.
