Collins CF is a medium-security prison that shares its location with the Gowanda Correctional Facility. Both prisons occupy the former grounds of the Gowanda Psychiatric Center, located in the southern part of Erie County. Established in 1982, Collins Correctional Facility occupies 40% of the original 500-acre site, while Gowanda Correctional Facility was built on the remaining land and commenced operations in 1994. Despite their proximity, the two prisons operate independently and are separated by a fence.
With a capacity to house 1,700 inmates, Collins Correctional boasts a unique layout featuring two distinct sections, each equipped with facilities such as mess halls, medical centers, and libraries. These sections are divided by a road, with no secure passage between them. Inmates transferred between sections are securely restrained, and transfers occur several times daily, with all arrivals and departures managed from the north section of the prison.
In addition to its standard facilities, Collins Correctional Facility houses a Security Housing Unit (SHU) designed for inmates who have committed assaults against staff or fellow inmates, or who have violated prison regulations.
