Oregon's state prisons use ICSolutions for all phone services under a statewide contract with the Oregon Department of Corrections (Oregon DOC). Before anyone can receive calls from an Oregon adult in custody, a phone number must be validated through ICSolutions - no validation, no calls.
Oregon's 36 counties each operate their own jails with independent phone contracts.
Oregon DOC uses "Adults in Custody" (AIC) throughout its official materials.

STEP 1 - Validate your phone number (REQUIRED)
Before you can receive any calls, your phone number must be validated through ICSolutions. No calls can connect to an unvalidated number.
How to validate:
1. Create a free account at icsolutions.com
2. Follow the validation instructions within your account
Note: Validation is also required for video visits - one account covers both services.

If validation problems persist: Call the Oregon DOC phone validation help line at 503-945-0945 and leave a voicemail. A staff member will return your call.
STEP 2 - Fund your account and receive calls
After validation, add funds to your ICSolutions prepaid account at icsolutions.com. The adult in custody will initiate the call to your validated number.
Call rules:
- All calls are limited to 30 minutes
- All calls are monitored and recorded
- Adults in custody place outgoing calls only; they cannot receive incoming calls
Rate: Not published on the official Oregon DOC phone page. Oregon was not identified as a state above FCC 2025 IPCS caps. Verify the current rate at icsolutions.com or by calling 1-888-506-8407 before adding funds.
VOICEMAIL
Friends and family can send voicemail messages to an adult in custody using an ICSolutions prepaid account.
Steps:

2. Add funds to your prepaid account
3. Call 1-877-831-0390
4. Enter your PIN and the adult in custody's state ID number

MESSAGING (text/email)
Text messaging is available through GettingOut (gettingout.com), a service of ICS Corrections, Inc. Adults in custody access messaging via tablet in their facility. Friends and family use a GettingOut account from a personal device. Fees may apply.
VIDEO CALLS
Video calls are available through ICSolutions (icsolutions.com). Adults in custody access video from their facility. Friends and family use an ICSolutions account from a personal computer or smartphone.
Validation is required for video calls (same validation as for phone calls).
All video calls are monitored. Messages and content may be delayed for security screening.
For scheduling assistance or connection issues, ensure a stable internet connection before scheduling.

Oregon has 36 counties, each operating its own jail. County jails contract phone services independently from Oregon DOC. Common vendors include ICSolutions, Securus Technologies, and ViaPath/ConnectNetwork. Rates and procedures vary by county.
How to find the current vendor for a county jail: Go to the county's official website or the county sheriff's website and look for "Inmate Telephone" or "Jail Services." Call the jail directly if not posted online.
