Located at 48300 Wilson River Hwy in Tillamook, OR, SFFC carefully assigns inmates based on their custody level, considering factors like criminal history. SFFC offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.

SFFC offers several programs and services, including the Forestry Labor Program, Wildlife Rehabilitation Program, and Tuffy Creek Fish Hatchery. For a comprehensive list of offerings, it's advisable to contact the institution directly.

Established in 1951, SFFC is a minimum-security work camp situated around 28 miles east of Tillamook, adjacent to Highway 6 along the Wilson River Highway. It operates as a satellite facility to Columbia River Correctional Institution (CRCI) in Portland and is jointly managed with the Oregon Department of Forestry (ODF).

Inmates at SFFC support various ODF crews and one Oregon Parks and Recreation Department contract crew. They assist in the camp's physical plant, kitchen, laundry, and boot room. Work with ODF includes tasks like tree thinning, mountain beaver trapping, tree planting, and chemical treatments for pest control. The cost for ODF to supervise an inmate field crew is $730 per crew, per day.

A primary objective of SFFC is to provide a skilled workforce for firefighting efforts and other forest-related tasks statewide. Inmates play a crucial role in fire operations, recreation, reforestation, and special projects like sign-making and equipment repair. They also contribute to treating thousands of acres of young tree stands annually and maintaining hiking trails, campgrounds, and trailheads within the Northwest Oregon Area.

Initially, SFFC housed inmates in primitive cabins with tar-paper walls, no plumbing, or heating. These cabins offered little comfort to the inmates. However, modern cabins at the camp are constructed from wood, fully plumbed, equipped with showers, and heated with forced-air gas systems. Each cabin now accommodates twelve inmates, a significant improvement from the past.

The camp's location along the old stagecoach road from Forest Grove to Tillamook adds historical significance to its surroundings. Today, SFFC continues its mission of providing rehabilitation opportunities for inmates while contributing to forestry and conservation efforts in Oregon.
