Groundbreaking for TRCI took place on April 5, 1997, with substantial completion achieved by March 10, 2000. Housing units were phased in between December 1999 and September 2001, reaching a total capacity of 1,632 AICs. Designed to streamline services and minimize inmate movements, TRCI integrates various programs within its housing units, including meal delivery in heated carts and attached outdoor activity yards.
As an education and work facility for long-term inmates, TRCI prioritizes Adult Basic Education and GED programs. It also offers cognitive programs aimed at self-improvement.
