Not under those circumstances. If the person with the order on them fails to appear, they are lucky of the judge doesnt have abench warrant for that alone. The protective order isnt protecting the offender, it's protecting someone from them - they have no ability to remove it whatsoever.

If the judge allows for parole, then the offender will be eligible to apply at the 1/3 mark in their sentence. The transfers are internal and we would only be guessing as to why (it's not always something negative).
