Sometimes they do, maybe there is a wait period before the calling may begin. Two weeks for a "husband" seems way too long. If this is the case, call the facility and ask to speak to a counselor. Tell them your concern in the most respectful manner and that should get the phone line working for him.

Yes, they are sold at the commissary or maybe acquired from another inmate that is leaving, or has more than one. They will barter the radio for commissary items of a specific value. It could be packets of tuna or ramen noodles, everything has a value.

There is no set timetable for transferring inmates. It is all done behind the scenes and then one day, they've moved. Inmate movement is kept very quiet for security reasons. It could be weeks or months. The inmate is getting credit for the time wherever they are sitting so the law is not rushing things unless there is a judge waiting to see him. If that is the case, he'll be transferred before the court date, that's for sure.

Since we are not certain of the state in question, this seems like a parole provision that he he referring to. The judge would have had to put parole as an option on the Judgement and Committment Order for him to be eligible. With a second degree murder charge, we are dubious. If you have any other information on the case, we would be happy to look into it further.
