The out date calculation has everything to do with the wording in the Judgement and Commitment document signed by the judge. If there is wording about parole, or work release or nothing at all. If it is a normal state sentence, he will probably have to do 85% of the imposed sentence. That would be about 255 months or 21 1/4 years.
