The honor farm is the best level of custody for an inmate and something must have triggered a classification change and lose that sweet job set-up. There might have been an accusation against him that was proven false... which would explain him going back and forth between details. Or, he might have gone to court and needed a change of location to facilitate it... it could be so many things.  But

This is a classification abbreviation - it refers to the lowest level of custody where and inmate will have the opportunity to get some work release time which allows the inmate into the public domain for work, and then go back to the facility in the evenings.

Yes, all inmates get paid a small stipend for the work that they do. Kitchen workers are among the highest paid inmates in the facility. Not that they are getting rich, but 40 cents per hour can get you some phone time and some snacks at commissary.

This is common and you shouldn't have a problem getting permission from the Captain or Warden at Powell County. You will have to make a special appeal to get that permission, we would advise first telling your story to the warden's secretary. Be humble and sincere... if you ask the right way, they'll let you visit.
