There is no way to verify an inmate's commissary balance from the outside. You cannot log into their account, request a statement, or confirm any figures independently. Whatever they tell you about what they have or do not have on their books is something you have to take on faith, or not. Which brings up the more important point. If you are asking this question, something has already made you uncertain. That instinct is worth paying attention to.

On what grounds do you think that your inmate (over the 2.1 million incarcerated people) has that would compel the President (or Governor) to pardon someone you know? There is a process that requires an application be filed stating your reasons for the pardon. It is submitted to the Office of the Pardon Attorney who reviews and recommends a short list each year. It is a long shot and statistically-speaking it has little chance for success

You can call the facility and ask them. They are not supposed to share anything about the inmate's actions inside the facility, including their cellie. If you get one that you can get to know (a counselor or unit secretary), you might talk them into giving little tidbits about the inmate, but it's a rule-breaker if they do. In federal, the amount is $320 per month ($370 in November and December) on commissary items.  This does not include over-the-counter medications, copy cards, or postage stamps. In state prison, the weekly amounts range from $40-60. In the county jails it is about $75 per week. The private prisons like CoreCivic or GEO also allow $75 per week.
