they are mailed through the USPS. it takes 2-3 days to arrive at the mailroom of the facility. the corrections officers open all the mail for contraband prior to handing them out at "mail call"

In federal and state there are no limits, but county jails sometimes have limits of 10 or so as the inmate storage space is limited
