Depending upon the facility, there is a provision for "indigent mail" - if the inmate has a commissary balance for a period of time (less than a few dollars) the prison/jail will offer the inmate a set number of "free stamps" along with envelopes and paper to mail letters.

It varies by location and their policies, but usually the inmate will be able to set up their telephone list within 1-2 weeks if your are immediate family, a little longer if not. Letters may be sent as soon as the inmate has money on the commissary to buy stamps.

It is the responsibility of the letter writer to set up the inmate profile with the correct address and inmate number. The main reason we get letters returned is the Inmate ID is missing or the facility is wrong. We estimate that it takes 1-3 business days for a letter to reach the mail room of a facility. Once the letter arrives, all mail is inspected by facility staff for contraband which may delay the actual delivery at mail call. Normal mail call days are Mon - Fri usually n the afternoon.
