The phone service gets a local telephone number for your inmate to call you on - still using the prison telephone company to run the number through. Depending upon the facility, there is a provision for "indigent mail" - if the inmate has a commissary balance for a period of time (less than a few dollars) the prison/jail will offer the inmate a set number of "free stamps" along with envelopes and paper to mail letters.

It varies by location and their policies, but usually the inmate will be able to set up their telephone list within 1-2 weeks if your are immediate family, a little longer if not. Letters may be sent as soon as the inmate has money on the commissary to buy stamps.
