If you are talking about a furlough, they are rarely given. Furloughs allow the inmate to come home for 1-5 days depending on the circumstances. The circumstances are about the behavior of the inmate, the amount of time served versus their time remaining (on the low side) as they want to integrate the inmate back into society, and give them an incentive to return to the prison to finish out the remainder of the sentence.

Funeral attendance requires the warden granting a furlough. Furloughs are rarely granted and one to another state is unheard of. The inmate will need to contact the chaplain and their counselor. There will be paperwork necessary to be submitted to the warden for approval. It is not a quick or easy process - and unless your inmate is in a minimum facility with a light sentence left to serve it is doubtful that it will be allowed.
