You can call the facility and ask them. They are not supposed to share anything about the inmate's actions inside the facility, including their cellie. If you get one that you can get to know (a counselor or unit secretary), you might talk them into giving little tidbits about the inmate, but it's a rule-breaker if they do. It depends on the facility. In federal, the amount is $320 per month ($370 in November and December) on commissary items.  This does not include over-the-counter medications, copy cards, or postage stamps. In state prison, the weekly amounts range from $40-60. In the county jails it is about $75 per week. The private prisons like CoreCivic or GEO also allow $75 per week.

You have the right to send it, the jail has the right to reject anything they want. If someone there interprets your mail to him as a detriment or violation of something, then they will withhold it. This is law enforcement, you have less rights than you think.

Yes, that is the step-down pattern for inmates close to the door. They are given little bits of freedom to slowly rejoin the family unit and successfully get back into society. Your fiance needs to be on top of his game in following directions and being where he is supposed to be at all times. This is not a time to play it fast and loose.

There is not set length of time. If the offender needs the help, they don't rush them out the door. Too many people get this type of HELP and just go through the motions to get out. Later, the regret sets in when the next time you're thinking about getting help it's too late... their either doing some hard time or worse. It means HOLD. In Florida state court, the judge at first appearance can add a condition to bond known as a "Nebbia Hold" or "Bail Source Hearing". A Nebbia hold allows the court to inquire into the source of the funds used for the bond. The problem with a Nebbia Hold is that it can delay a person being released from custody. This might be a spot for a good attorney, knowing how to navigate this process.

The inmate's only recourse is to file whatever report is within the inmate handbook. This is prison, and the staff doesnt want to be accused of anything related to lost items, etc. So be mindful in your advice to the inmate. Sometimes you have to just deal with the hardships and find away around the stuff you can't control. Having things taken, stolen, extorted from other by inmates (or guards sometimes) in prison is part of the terrain.
